Update U​.​S. Animal Protection Laws to Recognize Animals as Sentient Beings and End Animal Cruelty!

The Issue

As an ardent animal lover, I am driven to advocate for stronger protections and meaningful rights for animals across our country. Animals hold a special place in our lives—not only as companions, but as vital members of our shared ecosystem. They are sentient beings capable of feeling pain, fear, and distress, and they deserve respect, compassion, and a life free from unnecessary suffering.

Yet in today’s society, animals continue to face widespread mistreatment, neglect, and cruelty. From inhumane agricultural practices to outdated testing methods and inadequate welfare standards, millions of animals endure conditions that fall far short of what a compassionate and modern society should accept. Even common practices such as boiling animals alive, highlight the urgent need to reexamine how we treat living beings capable of suffering.

It is time for transformative, forward-thinking change. 

We call on Congress to modernize federal animal protection laws, including the Animal Welfare Act, to reflect current scientific understanding and ethical standards. This includes formally recognizing animals as sentient beings and expanding their legal protections accordingly.

Specifically, we urge the federal government to:

  • Strengthen and enforce humane standards for farm animals, including living conditions, transport, and slaughter practices
  • Accelerate the phase-out of animal testing by investing in and prioritizing modern, humane alternatives
  • Expand legal protections for highly intelligent and socially complex species, such as primates, elephants, and marine mammals
  • Increase transparency, oversight, and enforcement of all animal welfare regulations across industries

We also call for significantly stronger and more consistent legal consequences for acts of animal cruelty, abuse, and neglect across all contexts. Current penalties are often insufficient and fail to reflect the severity of harm inflicted on sentient beings. Federal law should establish harsher, enforceable penalties for those who harm animals, including companion animals, farm animals, and wildlife ensuring that cruelty is treated as a serious offense with meaningful consequences.

Strengthening penalties will not only deliver justice, but also serve as a powerful deterrent against future abuse.

While immediate reforms can be achieved by modernizing existing laws such as the Animal Welfare Act, the United States must also begin building a forward-looking legal framework that reflects the intrinsic value of animals beyond their classification as property. This includes exploring pathways toward recognizing enforceable rights for animals, consistent with evolving global standards.

Other parts of the world are already progressing in this direction. Regions such as the European Union have formally recognized animal sentience in law and implemented more advanced welfare protections. The United States must not fall behind in aligning its legal framework with modern science, ethics, and global progress.

Adopting these reforms will not only safeguard animals, but also foster a more compassionate, responsible, and humane society. Stronger protections create accountability, deter abuse, and reflect the values of a nation that recognizes the intrinsic worth of all living beings.
