🚨 PETITION TO REVIEW AND UPDATE THE NEW YORK CITY “CITYWIDE AGREEMENT” 🚨
The New York City Citywide Agreement is a labor contract between the City of New York and municipal employee unions that establishes uniform terms and conditions of employment, including wages, benefits, leave policies, and grievance procedures, for public employees across all city agencies.
This agreement applies to all NYC employees, including those working for the City of New York, the New York City Health and Hospitals Corporation, NYC Public Schools, and members of District Council 37 (DC37).
It is negotiated by the Office of Labor Relations (OLR), representing the Mayor, and the Municipal Labor Committee (MLC), representing public sector unions.
Why This Matters
Despite affecting more than a quarter of a million New Yorkers, the Citywide Agreement has seen very few meaningful updates. Many of its provisions are outdated and no longer reflect the realities of living and working in New York City.
For example:
• Mileage reimbursement has not been updated since November 1999.
• School kitchen workers still start at just $17.60 an hour. DC37 leadership declined to push for a $20 starting wage, even as the cost of living soars.
• Recent updates in the 2017–2021 bargaining round were minimal, small staggered raises and a taxed “ratification bonus.” These were just two of only five or six minor changes, while leaving core issues untouched.

The Problem
DC37 leadership has repeatedly failed to advocate for a comprehensive review and update of the Citywide Agreement. At a DC37 union meeting, Henry Garrido (DC37’s President) personally stated that he will not push for such a review, even while negotiations are underway.
Our union should be fighting for us, not dismissing our concerns. Instead, DC37 appears more focused on promising distant retirement benefits than on improving working conditions and our quality of life right now.
What We Demand
✊ A full and transparent review of the Citywide Agreement.
✊ Updated provisions that reflect the true cost of living and inflation in NYC.
✊ Real improvements in wages, mileage reimbursement, and benefits that matter today.
The Citywide Agreement was created to protect New York City employees and ensure fair compensation and benefits. However, it is now being used as a tool to exploit us for cheap labor. Many of its provisions and articles have remained unchanged since the 1990s, leaving us bound to outdated terms that result in unfair wages and inadequate reimbursements.
NOW IS THE TIME TO APPLY PRESSURE.
Without strong advocacy and member action, nothing will change. We need a Citywide Agreement that delivers fairness, equity, and respect for every public employee who keeps this city running.
