July 18, 2017 Re: Request for Public Information under the Public Record Act and Freedom of Information Act to the San Luis Obispo County Air Pollution and Control District Gary, Thanks for the information. Please answer each question below. 1.Can you give me the names/address of the companies that do have air toxins/ hot spots in San Luis Obispo County? 2. Has any equipment, worker or owner caused a public nuisance at the Arroyo Grande Oil Field? 3. Has the public made a complaint about the Arroyo Grande Oil Field? 4. Has there every been a gas leak in the immediate area of the people that live within 10 miles of the Arroyo Grande Oil Field, if so give time, date and location? 5. What is radon, radium, and carbon dioxide numbers within 10 miles of the Arroyo Grande Oil Field, within the last 5 years? 6. How often do you test the air levels at the Arroyo Grande Oil Field and how do you test the air quality? 7. Is there regulations to governing the handling and disposal of TENR contaminated material and what is the safety problems, storage and transport of radioactive materials and waste products at the Arroyo Grande Oil Field? 8. Does the Arroyo Grande Oil Field give their old pipes to scrap yards and metal reclamation facilities? 9. As you know radium -226 has a half life of 1620 years, so these contaminated sites will be a concern for centuries. Does that statement apply to Arroyo Grande Oil Field? 10. Many of these work sites that take the pipes are within city limits and could be easily be used for residents or commercial purposes, resulting in radon concentrations causing serious health threats. Is there a protocol you are aware of that can prevent these pipes from getting in the hands of public and private business? 11. People cutting oil field pipes are being exposed to alpha - emitting radio, is there a test device available onsite of the person cutting the pipes to alert that person/s to the level in the air? I understand these is a very difficult questions to ask about liabilities for workers, but would like to know if any precautions are available for workers in case of fracking accidents, environmental contamination, workplace exposure to radioactive material and what is the remedial measures? 12. What would be the potential sources of financial, human and material resources that could be applied to the problems listed above for the general population that may be a victim of a fracking accidents? 13. The TENR (technologically enhanced natural radiation) contamination of equipment and facilities have resulted in highly concentration of radon in the bottom of water separators, ditches, pits that are used for production of water, have been reported worldwide. Is there regulatory control on this radiation and methane exposure to the public and oil field workers. How do oil companies and you respond to sinkholes accidents? What is the air pollution numbers that are higher than normal? Has the Arroyo Grande Oil Field ever had air pollution that reached higher then normal levels? Give the chemicals and date this occurred? 14. Have you informed the residents of the Arroyo Grande Oil Field residents to purchase and use a radon and carbon dioxide test kit in both their homes and outside on their property if not, do you recommend that they do so immediately. 15. What is the major source of actual or potential emissions at or above the threshold for any oil field for air pollutant? What is it biweekly, bimonthly and biannual? Kim Chaffee
