News is filled with stories of animal abusers who assailt and maliciously kills defenseless animals these days. Given the brutal nature of these despicable crimes, and the likelihood of repeat offenses (not to mention graduation to human assault as documented in FBI serial killer profiles), we should seriously consider a national database to document these crimes and their offenders. It could be called Foxx’s List. Wouldn’t you like to know if any of your neighbors have committed acts of animal cruelty before the next time you let your dog out to play?
