STOP THE BLOODY DOG KILLING CENTER "TOPLAN" DISGUISED AS THE CARE CENTER IN AZERBAIJAN

On the 30th of May 2018; Officials announced that the shooting order of stray dogs had been stopped and will not be happening ever again.
The actions of this announcement from the 2018 do not appear to have been kept. Stray dogs (now, in 2021) are still shot by hired employees of the housing and communal department, cleanliness departments, collective farms under the Executive Authority of the Country throughout Azerbaijan, including Baku, the capital.
The Republic of Azerbaijan has signed the European Convention for the Protection of Pet Animals. The signature was undertaken on the 22nd of October 2003 and ratified on the 19th of October 2007. Furthermore, since the 1st of May 2008, the European Convention should be in force in Azerbaijan. Actions that are continued, therefore, go against the existing European Convention for the Protection of Pet Animals; and have done for more than 40 years.
The dog killing center disguised as the care center, « Toplan » was created in the framework of the joint project by the Heydar Aliyev Foundation and the Baku Executive Authority.
‘Toplan Center’ violently captures, murders stray dogs. Stray dogs disappear on a daily basis, their further destiny is unknown. We also know that it murders vaccinated and neutered dogs, and also dogs that are not strays, but which do have owners; why is this so?
There are only a few dogs in the Toplan Center who are held alive just in case of an inspection. What has happened to all the others?This center is just KILL CENTER which if famous of its corruption from top to bottom
We demand an immediate cease of the Toplan center and killings of the stray dogs. In addition, we demand the complete withdrawal of the responsibility of the stray dogs overpopulation control from the Housing and Communal Services Department of Executive Authority and instead, delegate it to a responsible, competent, and compassionate institution. Abuse towards the stray dogs is not just harmful for them, it also affects people and the children. Some children are developing PTSD as the murders and abuse is done in the middle of the day in front of witnesses. However, some children are repeating the seen actions by cutting the tails or ears of the dogs, beating them up with the stones, etc.
What will happen to the future generation if they witness the vicious killings?
