Nous, signataires — chercheurs, artistes, citoyens, membres de la société civile — exprimons notre profonde inquiétude face à la stratégie systématique menée par la délégation algérienne visant à s’approprier illégitimement des éléments du patrimoine immatériel marocain.

Ce n’est pas une simple querelle culturelle : c’est une manœuvre politique, obsessionnelle, qui transforme l’UNESCO en scène de conflit diplomatique masqué.

Des faits concrets et récurrents :
• Tentative d’appropriation du caftan marocain (dossier n°2077)
• Usurpation du zellige fassi
• Répétition autour de traditions marocaines : thé à la menthe, tajine, pastilla, harira, bissara, sellou, rfissa, kaab el ghzal, seddari, 3amaria, neggafa, 3aqad Fassi, savon noir beldi, ghassoul ...

Le tout à travers des images réutilisées hors contexte, la manipulation de plateformes numériques, et des expositions truquées lors d’événements à l’UNESCO, sans aucune base historique ni légitimité.

Pire encore, en juin 2025, le ministre algérien de la Communication a accusé publiquement le Maroc de “voler la culture algérienne depuis les années 1990”, dans un discours rempli de haine et de théories conspirationnistes.

La vérité est que l’Algérie est désormais citée au niveau international pour ses pratiques de vol culturel :
Un député britannique l’a affirmé publiquement au Parlement du Royaume-Uni. Des cas similaires sont régulièrement évoqués en Espagne, au Portugal et en France.

En tant que Marocains, nous avons toléré pendant 50 ans, mais aujourd’hui nous disons : STOP.
Notre patrimoine n’est pas à négocier.

Nous demandons :
1. Une condamnation officielle des actions algériennes ;
2. Une protection effective du patrimoine marocain à l’UNESCO ;
3. Un contrôle strict des expositions ;
4. Le rappel du devoir de neutralité des États membres ;
5. L’application de sanctions équitables contre l’Algérie, incluant la suspension de sa délégation et l’ouverture immédiate d’une enquête sur les réseaux qui alimentent ce comportement et la corruption culturelle derrière.

We, the undersigned — researchers, artists, citizens, and members of civil society — express our deep concern regarding the systematic strategy led by the Algerian delegation to illegitimately appropriate elements of Morocco’s intangible cultural heritage.

This is not a mere cultural dispute: it is a political and obsessive maneuver turning UNESCO into a stage for hidden diplomatic conflict.

Documented and repeated actions include: • Attempted appropriation of the Moroccan caftan (file no. 2077)
• Usurpation of the zellige of Fez
• Repetition around Moroccan traditions: mint tea, tajine, pastilla, harira, bissara, sellou, rfissa, kaab el ghzal, seddari, 3amaria, neggafa, 3aqad Fassi, traditional beldi black soap, ghassoul...

These efforts rely on decontextualized imagery, digital manipulation, and falsified exhibitions during UNESCO events — with no historical basis or cultural legitimacy.

Worse still, in June 2025, the Algerian Minister of Communication publicly accused Morocco of “stealing Algerian culture since the 1990s,” in a speech filled with hate and conspiracy theories.

The truth is that Algeria is now cited internationally for its cultural theft practices:
A British MP denounced it openly in the UK Parliament. Similar cases are regularly reported in Spain, Portugal, and France.

As Moroccans, we have tolerated this for 50 years — but today, we say: ENOUGH.
Our heritage is not up for negotiation.

We call for:

1. An official condemnation of Algeria’s actions;

2. Effective protection of Moroccan heritage at UNESCO;

3. Strict oversight of exhibitions;

4. Reinforcement of the duty of neutrality for Member States;

5. Fair sanctions against Algeria, including the suspension of its delegation and the immediate opening of an investigation into the networks fueling this behavior and the cultural corruption behind it.
