Open Letter to the Members of the UN Human Rights Council: We Demand Justice for the Victims of State Terrorism in Venezuela.

Dear members of the United Nations Human Rights Council,

The situation in Venezuela, under the dictatorial regime of Nicolás Maduro, has reached alarming levels, with repercussions that affect not only Venezuelans but the entire region. Since Maduro was defeated by Edmundo González in the presidential elections on July 28, the regime has refused to acknowledge the results, committed electoral fraud by proclaiming Nicolás Maduro as the winner, and unleashed a wave of systematic repression that effectively constitutes State terrorism.

Since July 29, there have been arbitrary raids without judicial orders, mass arrests, extortion, and theft by security forces acting under the government’s protection, along with a policy of enforced disappearances and torture used to silence any dissent.

During this period of repression, over 2,400 people have been arbitrarily detained, including minors. Citizens are persecuted for expressing their opinions on social media, being perceived as opponents of the regime, or are even arrested at random. Extortion and theft have become common practices among security forces, who treat these abuses as war trophies.

In this context, we urgently address the following questions to you:

1. How can the Human Rights Council increase its protection mechanisms for Venezuela to ensure that its citizens are not persecuted, tortured, or disappeared for exercising their rights?
2. What new actions can be activated in response to the large-scale human rights violations occurring in Venezuela, and how can the Nicolás Maduro regime be held accountable for these crimes?
3. What steps can the Human Rights Council take to prevent the Venezuelan government from continuing to use neighborhood denunciations as tools of repression and control, creating distrust and fear among its citizens?
4. Why do crimes such as extortion, torture, and enforced disappearances continue in Venezuela when the Office of the High Commissioner for Human Rights has the mandate to speak out against these abuses and bring an end to them?

The situation in Venezuela cannot wait any longer. We demand that human rights monitoring and protection mechanisms be renewed, that they cooperate effectively, and that decisive action be taken to protect the victims of State terrorism. The international community must not remain idle—silence from those who have the power to act is a blank check for those who violate human rights.

Furthermore, we invite you to view the anonymous testimonies of victims of this repression, shared through the voices of artists, communicators, and activists via our social media platforms at @ElEfectoEco. These stories come from those silenced by fear of retaliation, and it is imperative that the international community listens to their experiences and takes action.

We urge you to take immediate action to put an end to these atrocities and hold the perpetrators of these crimes accountable.

Carta abierta a los miembros del Consejo de Derechos Humanos de la ONU: Exigimos justicia para las víctimas del terrorismo de Estado en Venezuela.

Estimados miembros del Consejo de Derechos Humanos de la ONU,

La situación en Venezuela, bajo el régimen dictatorial de Nicolás Maduro, ha alcanzado niveles alarmantes cuyas repercusiones afectan y competen no solo a los venezolanos, sino a toda la región. Desde que Maduro fue derrotado por Edmundo González en las elecciones presidenciales del 28 de julio, el régimen decidió desconocer los resultados, cometer fraude electoral proclamando a Nicolás Maduro como ganador y desatar una ola de represión sistemática que representa, en rigor, prácticas de terrorismo de Estado. 

Desde el 29 de julio, se han producido allanamientos arbitrarios sin órdenes judiciales, detenciones masivas, extorsión y robo por parte de los cuerpos de seguridad que actúan bajo el amparo del gobierno, y una política de desapariciones forzadas y tortura como métodos para silenciar a cualquier disidencia.

A lo largo de este periodo de represión, más de 2,400 personas han sido detenidas arbitrariamente, incluidos menores de edad. Los ciudadanos son perseguidos por expresar sus opiniones en redes sociales, por ser percibidos como opositores al régimen o incluso son apresados de manera aleatoria. La extorsión y el robo se han convertido en prácticas comunes entre los cuerpos de seguridad, que ven en esto un botín de guerra.

Bajo este contexto, nos dirigimos a ustedes con cuestionamientos específicos y urgentes:

1. ¿Cómo puede el Consejo de Derechos Humanos aumentar sus niveles de protección sobre Venezuela para que sus ciudadanos no sean perseguidos, torturados y desaparecidos por ejercer sus derechos?
2. ¿Qué nuevas acciones pueden activar frente a las violaciones de derechos humanos que están ocurriendo a gran escala en Venezuela y a responsabilizar al régimen de Nicolás Maduro por estos crímenes?
3. ¿Qué acciones puede tomar el Consejo de Derechos Humanos para impedir que el gobierno venezolano siga utilizando la denuncia vecinal como herramienta de represión y control, creando desconfianza y miedo entre los ciudadanos?
4. ¿Por qué siguen ocurriendo crímenes como la extorsión, la tortura y las desapariciones forzadas en Venezuela cuando la Oficina del Alto Comisionado de DDHH tiene el mandato de hablar alto y claro frente a estos abusos y ponerles remedio?

La situación en Venezuela no puede esperar más. Exigimos que los mecanismos de vigilancia y protección de derechos humanos se renueven, cooperen entre ellos y que se actúe de manera contundente para proteger a las víctimas del terrorismo de Estado. La comunidad internacional no puede quedarse de brazos cruzados. El silencio de quienes pueden alzar su voz es la carta blanca para quienes violan derechos humanos. 

Además, los invitamos a ver los testimonios anónimos de las víctimas de esta represión, compartidos a través de las voces de artistas, comunicadores y activistas en nuestras plataformas de redes sociales en @ElEfectoEco. Estas historias provienen de aquellos que han sido silenciados por el miedo a represalias, y es imperativo que la comunidad internacional escuche sus experiencias y actúe.

Les pedimos que tomen medidas inmediatas para poner fin a estas atrocidades y responsabilizar a los perpetradores de estos crímenes.
