People and countries around the world are suffering from overseas illegal fishing of Chinese vessels.

The scale of People's Republic of China's illegal fishing is the biggest in the world.

In January 2019, China Ranked 1st on IUU Fishing Index with the score of 3.93.

According to Ecotrust Canada's Spyglass database, between 2010 and 2019, Chinese fishing boats were responsible for 21% of the world's illegal fishing.

Illegal fishing of Chinese fishing vessels extends from the East China Sea up close to the coasts of Africa and South America.

As of April each year, the number of illegal Chinese fishing vessels in the waters near the Northern Limit Line on the west coast of Korea soared to an average of 240 per day (2021), and in recent years, dozens of Chinese ships off the coast of West Africa have invaded the shallow waters of Ghana, creating friction with Ghanaian fishermen.

The governments of Chile, Peru, Colombia and Ecuador have issued a joint statement over concerns about the "clean-sweep operations" of large-scale Chinese deep-sea(pelagic) fishing vessel fleets that have flocked to South America.

We call on the United Nations and the Chinese government to actively crack down on illegal fishing of Chinese fishing vessels based on international norms.

According to Article 6.11 of 'Code of Conduct for Responsible Fisheries', States should ensure that the activities of fishing and fishing support vessels flying their flags do not undermine the effectiveness of conservation and management measures taken in accordance with international law and adopted at the national, subregional, regional or global levels.

The Chinese government must come up with effective measures to crack down on illegal fishing.

To eradicate IUU(illegal, unreported, unregulated) fishing, the Member States of Food and Agriculture Organization of the United Nations(FAO) signed the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing(2009 FAO Port State Measures Agreement), and in 2017, the FAO has designated June 5 as the International Day for the Fight against IUU Fishing(ID-IUU) to commemorate the entry into force of the Agreement.

In order to eradicate IUU, the United Nations should seek measures to sanction Chinese illegal fishing vessels, which has emerged as a global problem.

Accordingly, VANK request the following:

First, the Ministry of Agriculture and Rural Affairs of the People's Republic of China and the Chinese Coast Guard should crack down its own fishing vessels that are fishing illegally.

Second, the FAO should take action to eradicate the international reckless destruction of fishery resources by illegal fishing vessels of China.

유엔은 중국 불법조업 어선의 IUU 근절을 위한 조치를 취해야 합니다.

중국 어선의 해외 불법조업으로 세계 곳곳이 신음하고 있습니다.

매해 4월 기준 한국 서해상 NLL 인근 해역의 중국 불법조업 어선 수는 하루 평균 240척(2021년)까지 치솟았고, 최근에는 서아프리카 근해에서 중국어선 수십 척이 수심이 얕은 가나 영해를 침범해 가나 어민들과의 마찰을 빚었습니다.

칠레와 페루, 콜롬비아, 에콰도르 정부는 남미로 몰려온 대규모 중국 원양어선단의 ‘싹쓸이 조업’을 우려해 공동 성명을 낸 바 있습니다.

우리는 국제 규범에 근거하여 UN과 중국정부가 적극적으로 중국 어선들의 불법조업을 단속할 것을 요구합니다.

"책임있는 수산업규범(Code of conduct for responsible fisheries)" 6.11조에 따르면, 국가는 어선들의 활동이 국제법에 부합하며, 국가적, 소지역적, 또는 지구적 차원에서 채택된 보존 및 관리조치의 실효성을 손상하지 않도록 보장해야 합니다.

중국 정부는 불법 조업 단속을 위한 실효성 있는 대책을 필히 마련해야 합니다.

유엔식량농업기구(FAO) 회원국들은 IUU(불법, 비보고, 비규제) 어업 근절을 위하여 IUU 어업근절 항만국조치협정을 체결했고, FAO에서는 항만국조치협정 발효를 기념하기 위하여 2017년 6월 5일을 IUU 근절의 날로 정했습니다.

유엔은 IUU 근절을 위하여 전 세계적 문제로 떠오른 중국 불법조업 어선 제재를 위한 조치를 간구해야합니다.

이에 따라 반크는 다음과 같이 요구합니다.

하나, 중국농업농촌부와 중국해경국은 불법 조업하는 자국 어선을 단속하라.

하나, 유엔식량농업기구(FAO)는 중국 불법조업 어선의 국제적인 무분별한 수산자원 파괴 근절을 위한 조치를 단행하라.
