LE SIÈGE DE L’ONU AUX ÉTATS-UNIS : UNE QUESTION DE CRÉDIBILITÉ INTERNATIONAL

L’Organisation des Nations unies a pour mission de défendre le droit international et les principes inscrits dans sa Charte. Sa crédibilité repose sur la neutralité, l’universalité et l’égalité de ces principes.

Lorsque l’État qui accueille le siège politique central de l’ONU adopte des positions ou des pratiques perçues comme contraires à ces principes, une contradiction apparaît, susceptible d’affaiblir la légitimité et l’impartialité de l’Organisation.

Nous demandons l’ouverture d’un débat international sur le maintien du siège politique central de l’ONU aux États-Unis et sur l’évolution de son organisation géographique.

POURQUOI C'EST IMPORTANT

La Charte des Nations unies repose notamment sur :

• le respect de la souveraineté des États (article 2 §1) ;
• l’interdiction de la menace ou de l’usage de la force (article 2 §4) ;
• le règlement pacifique des différends (article 2 §3).

Ces principes s’imposent à tous les États, y compris à ceux qui accueillent les institutions chargées de les faire respecter.

L’ONU est déjà largement décentralisée, avec de nombreux sièges et agences répartis dans le monde. Toutefois, le cœur des décisions politiques et la principale charge symbolique de l’Organisation restent concentrés à New York.

Dans ce contexte, certaines positions et actions récentes des États-Unis, perçues comme contraires aux principes de la Charte, soulèvent une question légitime sur l’adéquation entre le rôle d’État hôte et la neutralité attendue de l’ONU.

CE QUE NOUS DEMANDONS

1. L’ouverture d’un débat international formel sur le maintien du siège politique central de l’ONU aux États-Unis.
2. L’examen de solutions progressives, incluant :
   • un approfondissement de la diversification géographique existante ;
   • un rééquilibrage de certaines fonctions politiques et symboliques ;
   • ou, à plus long terme, des mécanismes de rotation ou de partage des lieux de décision, incluant l’hémisphère Sud, dans un souci d’équilibre géographique.
3. L’affirmation du principe selon lequel le droit international doit s’appliquer de manière égale à tous les États, sans exception.

Conclusion
Ouvrir ce débat ne signifie pas affaiblir l’Organisation des Nations unies, mais renforcer sa crédibilité, sa neutralité et sa légitimité aux yeux de la communauté internationale.

The United Nations is tasked with upholding international law and the principles enshrined in its Charter. Its credibility depends on neutrality, universality, and the equal application of these principles to all member states.

When the state hosting the UN’s central political headquarters adopts positions or actions perceived as contrary to these principles, a contradiction arises that can undermine the Organization’s legitimacy and impartiality.

We call for an international debate on the continued location of the UN’s central political headquarters in the United States and on the evolution of its geographical organization.

 
WHY THIS MATTERS
The UN Charter establishes, among other things:

• Respect for the sovereignty of states (Article 2 §1)
• The prohibition of the threat or use of force against the territorial integrity or political independence of any state (Article 2 §4)
• The obligation to settle international disputes by peaceful means (Article 2 §3)

These principles apply to all states, including those hosting the institutions tasked with upholding them.

The United Nations is already largely decentralized, with many offices and agencies located around the world. However, the heart of political decision-making and the main symbolic center of the Organization remains concentrated in New York.

In this context, certain recent positions and actions of the United States, perceived by many international actors as inconsistent with the Charter’s principles, raise a legitimate question about whether the host state of the central headquarters can fully embody the neutrality expected of the UN.

WHAT WE ARE ASKING FOR

1. The opening of a formal international debate on the appropriateness of maintaining the UN’s central political headquarters in the United States.
2. The exploration of progressive solutions, including:
   • Further diversification of the UN’s geographic distribution;
   • Rebalancing of certain political and symbolic functions;
   • Or, in the longer term, mechanisms for rotating or sharing decision-making locations, including countries in the Global South, to ensure geographical balance and representation.

A clear affirmation of the principle that international law must apply equally to all states, without exception based on power or political status.

Opening a debate on the location of the UN’s central political headquarters is not about weakening the Organization, but about ensuring its credibility, neutrality, and legitimacy in a multipolar world.International law can only remain fully credible if it is seen as impartial.
