Help for Reggie. His mother needs a visa to take him to the UK but authorities refuse

The Issue

Our baby son, Reggie Llewelyn Hancock, has been diagnosed by a local doctor in Mozambique with a chromosome disease, very possibly Downs Syndrome. Reggie is clearly a slow developer and seems to experience intermittent abdominal pain which can happen with Downs Syndrome, along with heart defects and other invisible physical problems. He needs an accurate diagnosis. 

Reggie is stranded in Cabo Delgado (northern Mozambique) where there is no suitable medical support. Society here has little understanding or sympathy for with children with special needs, often attributing the condition to the curse of the witch doctor. Additionally there is a growing Islamic insurgency here which adds further to the pressure to take flight. It is not a safe or suitable environment for kids like this to be. 

Reggie's father Chris is British, therefore Reggie is automatically entitled to citizenship through descent and is authorised to travel. Reggie's mother Lisa, still breastfeeding, holds a Ugandan passport and needs a visa to enter the UK (as she previously did prior to the Covid pandemic). Distressingly, the authorities (UKVI) have ruled that our circumstances do not meet the current requirements for a visa to be issued on compassionate grounds.

We are appealing to our friends, business contacts and sympathetic people in general. We request you to join this appeal to UKVI to reconsider their decision so that Reggie can receive the medical assistance he requires.
