PUBLIC PETITION: DEMAND AN IMMEDIATE CRIMINAL INVESTIGATION INTO MULTI-AGENCY COLLUSION AND THE PROTECTION OF SEX OFFENDERS AND STALKERS.
Targeted To: The Secretary of State for the Home Department, The Chief Constable of Kent Police, and The Independent for Police Conduct (IOPC)
Core Objective: To force an external criminal investigation into Folkestone & Hythe District Council, Dover District Council, and Kent Police for active collusion, victim-blaming, cross-borough data fraud, and operating as sex offender supporters and stalker harassment enablers targeting a household with a severely vulnerable disabled women.
THE EXPOSURE OF SYSTEMIC INSTITUTIONAL CORRUPTION
We are petitioning for immediate executive and criminal intervention. A comprehensive 70-exhibit evidence trail has exposed a shocking reality: public authorities in Kent are actively weaponising their administrative powers to shield known stalkers and sexual offenders while punishing the victims who try to expose them.
At the absolute centre of this horrific failure is a young women diagnosed with profound non-verbal autism and severe learning disabilities, who possesses zero awareness of danger and requires 24/7 line-of-sight safety supervision. Instead of safeguarding her, public officers have cuddled up with our harassers, actively protecting sex offenders and suppressing CCTV evidence.
Official police AXON metadata logs prove that the authorities formally logged our case under "Harassment/stalking/coercive behaviour" as early as May 2025. Despite this unalterable digital footprint, Housing officer Clare Harris launched a malicious campaign of victim-blaming.
The council was provided with definitive Vimeo CCTV footage capturing known local stalkers carrying out systematic campaigns of harassment and indecent exposure directly outside our family home. These perpetrators exposed themselves on camera. The housing department "Clare Harris" and the internal complaints unit were provided with clear evidence, alongside footage of a profoundly autistic young women crying in deep distress.
Instead of triggering immediate emergency safeguarding protections, "Clare Harris" and the complaints department chose to align themselves with the perpetrators, actively ignoring the long ongoing abuse to protect the harassers. They have proven through their actions that they are sex offender supporters, choosing to tolerate indecent exposure rather than fulfil their statutory duty to protect a vulnerable girl.
When these shocking actions were challenged through official channels, the Folkestone Corporate Complaints department entered into a joint cover-up to shield Clare Harris from accountability- One thing that I cannot stomach is sex offenders or their supporters!- I had concerns that Clare Harris might also had known these harassers and put in a complaint of concerns requesting that this is looked into, but this has along with all our other stage 1 complaints of misconduct been refused- Stage 1 complaints legally can't be refused by the complaints department. Leaked internal records prove the complaints department executed a closed-door Blackout, refusing all stage 1 corporate and misconduct complaints submitted by our family. By Blocking these files from being logged on the statutory system, the council are trying deliberately to shut down internal oversight and intentionally gridlock our pathway to the independent Local Government and Social Care Ombudsman (LGSCO), ensuring their collusion remained hidden.
Cross-Borough data fraud to align narratives: The depth of this conspiracy was fully uncovered via the 2026 Dover Subject Access Request (SAR). Physical files retrieved from Dover Council prove that Folkestone Housing sector engaged in illicit cross-borough DATA FRAUD. Behind our backs, 2024 Folkestone housing officials exported our private harassment logs and private Vimeo harassment CCTV evidence links straight over to Dover Council officials. This unauthorised transfer was executed so the two separate boroughs could secretly match their administrative stories, and conceal Dover housing's previous severe failures.

Folkestone Housing & Hythe District Council Officer Clare Harris and their complaints department are all committing severe misconduct , against a single Mother and her non-verbal severely autistic daughter who has no sense of danger, leaving us homeless after fleeing harassment / stalking / indecent exposures.
