UGC ACT: Stop Dividing Indians by Caste: Campus Peace, Harmony & Fair Justice Matters
The Issue
We, the undersigned citizens of India, urge the BJP-led Central Government and the all the political parties to stop politicising caste for electoral gains and to take corrective steps that strengthen unity, harmony and equal justice.
India is at a crossroads. For decades, caste has remained a historical wound that our society has tried to heal through education, economic upliftment, and a shared civilizational identity. Yet, today we are witnessing a renewed attempt to institutionalize caste fault lines in public life, especially in universities, governance and electoral messaging.
The need of the hour is not further fragmentation, but a healthy, fair, and just society where citizens can live together with dignity, without constant suspicion, hostility, and identity-driven polarization.
Unfortunately, recent political decisions and policy directions promoted or supported by the BJP risk pushing India in the opposite direction.
Our Core Demands
1) Repeal the UGC Act / UGC-driven framework that promotes caste fault lines in campuses
Universities should be spaces of learning, research, innovation and civil debate, not caste- battlegrounds. It claims to fight discrimination. In practice, it will create a permanent system of suspicion, surveillance and intimidation. Any policy framework that encourages or formalizes caste identity as the primary political lens on campus will inevitably.
- Intensify caste-based groupism
- Increase distrust among students
- Encourage ideological capture of universities
- Create permanent social silos instead of academic excellence
- Turn young Indians into lifelong political foot soldiers of identity politics
We demand that the Central Government repeal the UGC Act and withdraw policies that institutionalize caste-based divisions in higher education, and replace them with reforms that focus on:
- Learning outcomes
- Quality faculty recruitment
- Research ecosystem improvements
- Student safety and mental well-being
- Equal opportunity through economic support mechanisms
2) Retract political support for a Caste Census
A caste census is being projected as “data-driven governance,” but in practice it will become a powerful political weapon that will:
- Lock caste identities permanently into political bargaining
- Trigger competitive victimhood
- Expand vote-bank engineering
- Incentivize leaders to sharpen caste divisions instead of reducing them
- Turn social identity into a measurable quota-market
- India’s future cannot be built on turning every community into a vote-block and every grievance into a permanent political asset.
We demand that the BJP and all the Parties retract the support for a caste census, and instead prioritize:
- Socio-economic upliftment surveys that do not hardcode caste identity into politics
- Education scholarships based on genuine financial need
- Employment and entrepreneurship support targeted at poverty, not political identity
3) Review and reform the SC/ST (Prevention of Atrocities) Act to prevent misuse and ensure safeguards
No civilized society can allow atrocities or discrimination against any community. Genuine victims deserve swift justice, protection, and strong punishment for offenders.
However, justice must also mean fair process.
The SC/ST Atrocities Act has provisions that many citizens and legal experts have repeatedly flagged as vulnerable to misuse leading to:
- False or exaggerated complaints used for intimidation
- Arrests and harassment before fair inquiry
- Social and professional destruction of the accused without trial
- Deepening caste hostility and permanent mistrust
- Weaponization of law as a tool for vendetta or coercion
A law meant for protection must not become an instrument of fear and social warfare.
We demand a review of the draconian provisions and the introduction of strong safeguards, including:
- Penalties for proven false complaints
- Mandatory preliminary inquiry in disputed cases
- Protection against arbitrary arrest
- Timely investigations and fast-track courts
- Ensuring fair trial and due process for all citizens
Protect the vulnerable without destroying the principle of equal justice.
If politics continues to manufacture and amplify caste divisions, India will lose the social cohesion needed for:
- Economic growth
- scientific innovation
- internal stability
- cultural confidence
- Civilizational continuity

We appeal to the BJP-led Central Government and all the political parties to show long-term national responsibility.
Stop playing with caste fault-lines. Stop turning young Indians into caste-based political units. Stop building governance around permanent social division. Stop dividing the society along caste lines for your petty political gains.
The future of India especially the future of Hindu society requires:
- Harmony, not hostility
- Reform, not division
- Unity, not identity warfare
- Justice, not selective weaponization of laws
- Education, not social engineering
