Chelsea Football Club continues to spend unlimited funds on transfers without punishment, why?

Chelsea's new owner, Todd Boehly, has embarked on signing so many players within a short period of time that has shocked the world of football.  

The UEFA fair play rules and regulations must be adhered to strictly by every club. We as a football community are united against this and want to UEFA TO INVESTIGATE CHELSEA NOW.
