Debt to Humanity Act (Debt Relief of Governments)

Debt to Humanity Act (Debt Relief of Governments)
The Issue
The United Nations, with strong backing of the United States government, should establish a debt credit for humanitarian aid program. Many nations face debt problems - Greece being an example, the US has a debt problem (it's mostly debt owed to U.S. financial groups and institutions, such as the Federal Reserve, but also some debt is owed to foreign governments, such as China, Japan, Britain, etc...).
How the program works: with an established rate exchange (debt-to-humanitarian aid) both parties (the creditor and the debtor government, whether the creditor is a foreign government, private organization, individuals, banks, etc...) agree to forgo the required debt amount with the understanding that the debt is now in foreign aid relief to third world and developing nations, such as African nations, Asian nations, etc...
This will accomplish three goals: 1) the increasing debts (with permission of the creditor, of course) will be exchanged into another, more humane, form of payment, 2) poor nations and people will be helped, possibly in an unprecedented fashion never before seen, and 3) both parties will look good in the public eye and receive good public relations, which will create an incentive for the creditor to exchange the debt for the sake of helping others in need.
