We the People and companion animals of the United States of America, with an outpouring of domestic and international support, want No Kill NOW in the animal shelters. Adoption, renovated animal shelters, and population control are the main strategies. Considering that the United States is the wealthiest country in the world, it is time that our animal shelters reflect the level of advancement our society has achieved in other areas.
The city of Austin, Texas is the largest city nationwide that has maintained it’s No Kill Status. The state of Delaware serves as an example for the remaining states and territories of the United States to follow. Delaware is the first state in the United States to achieve No Kill Status. Best Friends Animal Society is working towards this important goal by 2025. Germany is an example of an advanced country whose shelters are, for the most part, no kill as well. There are multiple places that have successful strategies for the implementation of No Kill status on a wide scale. We can study these places to more carefully decide how to implement this important change. Further policy development and advocacy are welcomed.
During this time of the Covid-19 pandemic, when people are scared and bad news is everywhere, we should create a positive change that the vast majority of people agree upon. Whether conservative or liberal, very few people actually support the regular mass euthanization of animals in shelters each year. Approximately 3 to 4 million innocent animals are euthanized each year. Our companion animals help us and it is time that we help them. This important change will create hope and unite.
This petition is an opportunity for a bi-partisan endeavor to end government-funded animal cruelty in this developed nation. An animal shelter should provide a compassionate, safe, and spacious environment for all of the animals in its setting.
The Vision of No Kill NOW translated into policy is outlined as follows:
The unjustified killing of any four legged vertebrate is not to be allowed or encouraged in our animal shelters. Severe untreatable disease and suffering are the exception.
Adoption is always the first choice. Adoption should be encouraged and new pet ownership supported. Adoption events should be held regularly. Shelters need to open early and remain open late so that people have the opportunity to visit. Free or low cost dog and cat behavior programs are to be provided to encourage long-term adoption success. These programs can focus on obedience training, integration, and especially behavioral assistance.
Animal shelters must be friendly and spacious to animals that stay there a long time. Any animal who stays more than 100 days should have a large space to move about in and enrichment opportunities, such as: walks, socializing with the qualified staff, and playtime (no less than 120 minutes/week divided over a minimum of 4 days). The enrichment opportunities must be sanitized and monitored for infectious disease control, especially in the shelters where infectious diseases are more common. The importance of the spaciousness and enrichment in the shelters is not to be overlooked-we do not want to save the animals only to have them locked in tiny cages. This is an extremely important consideration and funding must be allocated for any “Long Hauler” animals whose stay is longer than typical. Animals in queue to be adopted that have been in the shelter less than 100 days can be in a separate category, but Long Hauler animals need to have their own large space, while of course still being available for adoption. Long Hauler dogs who get along with each other and are noninfectious can share spaces as appropriate, likewise with cats who are friends with other cats albeit separately from the dogs. Spacious accommodations and noninfectious enrichment time are to be provided to other species of Long Hauler pets, not just dogs and cats, that end up in the shelter longer than usual. Funding must be allocated to build more space for the animals to roam. Architectural innovation is to be encouraged and supported (Basic Examples: Why are animal shelters usually only one story? Where is the yard or cat windows?).
Spaying/neutering of animals needs to be mandated and enforced. Funding must be allocated towards free and low cost spay/neutering and those who fail to comply should be fined double the cost of the surgery. There should be a large media campaign to inform people of their civic duty. Law enforcement as well needs to be briefed of all new considerations as a result of No Kill Now. Population control is absolutely crucial to No Kill Now being realistically implemented. However, the intention of any policy must be balanced with the reality.
Breeding of animals should face heavier restrictions, with quotas and certifications required. Puppy mills and unethical breeding need to be outlawed. Purposefully breeding non purebred animals contributes to overpopulation, except in the rare case of making a new breed. Buying an animal from any breeder should result in a fee to compensate for the funding of an unadopted shelter animal. Breeders without certifications should face criminal penalties.
Trap Neuter Release and “Mousing” programs are only to be implemented as a last resort and with great care. Groups already overseeing these programs should be recruited as the leaders of these programs. This is because each geographical area has different safety concerns (weather, highways, predators) and the people participating in these programs need to already be familiar with the dynamics and animals of their local areas. These programs are to be implemented as a last resort ONLY. Successful adoption, renovated animal shelters, and population control are the main strategies. However, TNR, Mousing, and similar programs can be allowed as the middle option.
FIRE THE EUTHANIZERS! Any euthanizers working at these facilities at the time that this bill is passed will be FIRED. If they perform any other essential services, such as veterinary care, a more suitable employee will be hired in their place.
No Kill Now is to be the INITIAL policy change towards aligning the animal shelters in the United States with 21st Century ideals surrounding companion animal rights. Individual states, counties, shelters, and rescue groups will compete with each other to have more rights for their animals. Further national laws will be passed to make the shelter spaces larger and more spacious for the animals. No Kill Now is only the beginning. Critique, refinement, and advancement of the policies to make No Kill Now a reality are not only encouraged but expected.
Many local organizations seek to address this problem but it is time that the nation does it as a whole. Adoption, renovated animal shelters, and population control are the main strategies. In regards to the question of funding, I suggest taking a little bit out of the military budget (Only 0.39-0.93% of the military budget). In military terms, reallocating this minimal funding towards the initial change of being a No Kill country will show our strength, leadership, and economic ability. This leadership is what defines a superpower. Many other countries will seek to follow our example.
No Kill Now also will pay tribute to our military members’ service so that any military member deployed at war who finds a stray animal that they want to keep upon return can apply for it to be transferred to the United States at the expense of their commanding unit.
