Considering that the United States is the wealthiest country in the world, it is time that our animal shelters reflect the level of advancement our society has achieved in other areas. 

The state of Delaware serves as an example for the remaining states and territories of the United States to follow. Delaware is the first state in the United States to achieve No Kill Status. Germany is an example of an advanced country whose shelters are for the most part, no kill as well. Austin Pets Alive also has techniques that have worked. There are multiple places that have successful strategies for the implementation of No Kill on a wide scale. We can study these places to more carefully decide how to implement this important change. Further policy development and advocacy are welcomed. 

During this time of the Covid-19 pandemic, when people are scared and bad news is everywhere, we should create a positive change that the vast majority of people agree upon. Whether conservative or liberal, very few people actually support the regular mass euthanization of animals in shelters each year. Approximately 2.7 million innocent animals are euthanized each year. This important change will create hope and unite.

This petition is an opportunity for a bi-partisan endeavor to end government-funded animal cruelty in this developed nation. Many of the funds that are used to trap animals to euthanize them can instead be used for the Trap Neuter Release Model.

Although it is preferable for animals to be adopted, many advocacy groups recognize that simply trapping, spaying/neutering, and then releasing the animal is more humane than catching it to be euthanized. This petition calls for Trap Neuter Release to be implemented at the federal level, ideally with the backing of Congress, the President, etcetera. Another strategy that should be implemented is free or low cost spaying/neutering for humane population control.  

Many local organizations seek to address this problem but it is time that the nation does it as a whole. In regards to the question of funding, I suggest taking a little bit out of the military budget. In military terms, reallocating the funding towards the initial change of being a No Kill country will show our strength, leadership, and economic ability. This leadership is what defines a superpower.

Also, it is a matter of allocation, with more of the existing funding being directed towards Trap Neuter Release. It could actually save shelters money to return the animal to the safe location that it was at originally after TNR than to keep it for weeks. The animal trappers and euthanizers at the shelters with their salaries, benefits, and cushy lifestyle can be fired. Only ethical people will work in the shelters from now on, with ethical policies mandated at the federal level.
