Petition for this legislation is very necessary considering recent events and social unrest behind the two high-profile decisions of grand juries in Missouri and New York; to not indict law officers for their participation in the deaths of unarmed citizens. Similar legislation had to be passed throughout the evolution of civil rights in our country's history. This act will deter extrajudicial killings carried out by law officers and greatly increase the possibilty of racial equity when enforcing the law.
