A petition similar to this one was launched in the United Kingdom a few months ago and reached 10,000 signatures by the required deadline. The UK Department for Transport was then legally required to respond. On March 27, 2024, the DfT responded and includes the statement, "the DfT also plans to commission independent research to better understand the root causes of driver glare and identify any further appropriate mitigations." Baroness Diane Hayter of the UK House of Lords, who is leading the effort to solve the LED headlight problem in the UK, informed me that this is the very first time that the UK government has acknowledged that LED headlights are causing excessive glare. Unfortunately, the US government still has not even gotten to the point of admitting that there is a problem with LED headlights. This is what we are still working on.
I have notified Representative Mike Thompson's office that Congress should sign a Memorandum of Understanding with NHTSA that states the following, "NHTSA agrees to fund independent research which will be completed by June, 2025 and which involves studying luminance, spatial distribution, spectral power distribution, square wave flicker, pulse width modulation, and the impacts of these properties of LED Visible Light radiation on photobiological, psychological, neurological, and hormonal health and safety, and on disability and civil rights, for vehicle lighting systems including headlights, taillights, brake lights, turn signals, daytime running lights, dashboard displays, and flashing lights on emergency and utility vehicles."
