Through: The Principal Secretary to Government, Higher Education Department & The Chairman, Teachers Recruitment Board (TRB).
Subject: Urgent Executive Intervention Requested: Systemic Irregularities in TRB Assistant Professor Recruitment Examination — Plea for Universal Relief (Judgment in Rem) for All Affected Aspirants, Scrapping of the Arbitrary 50-Mark Descriptive Paper, and Rescaling to Core Subject Marks.
Respected Sirs,
We, the thousands of postgraduates, Ph.D. scholars, and UGC-NET/JRF-qualified candidates who appeared for the direct recruitment examination for Assistant Professors conducted by the Teachers Recruitment Board (TRB), place this urgent appeal before your good offices for immediate intervention.
While over 200 aspirants were constrained to approach the Hon’ble Madras High Court seeking judicial remedies, thousands of equally aggrieved candidates from rural and economically weaker backgrounds submitted written grievances and representations directly to the TRB and the Department of Higher Education.
Our grave concern is that ongoing judicial proceedings may result in an in personam order—providing relief, disclosure of answer sheets, or re-evaluation exclusively to those who could afford legal expenses—while leaving thousands of similarly placed, meritorious candidates without redress.
Crucial Grounds Warranting Executive Intervention
Universal Nature of the Injury: The flaws in the examination are systemic, not individual. The contradiction between a mandatory 300-word limit and an 800-word model evaluation key affected all candidates across Tamil Nadu.
Disjointed Evaluation Across Subjects: Awarding 40+ marks to candidates who opted for the Environmental Science question, while awarding 0 to 4 marks to subject toppers who answered subjective humanities questions, has distorted the merit list across every single discipline.
Violation of Articles 14 and 16:
Under well-settled Supreme Court law, when an examination defect affects the entire cohort, the Government as a model employer must provide a universal remedy (in rem) to all similarly situated candidates, rather than forcing thousands into piecemeal litigation.
Preserving Academic Standards: Assistant Professors selected today will teach in Government Arts and Science Colleges for the next three decades. A compromised evaluation process will permanently impair higher education in Tamil Nadu.
Our Collective Demands for All Affected Candidates
Policy Decision to Scrap the 50-Mark Descriptive Section:
Take an executive decision to annul the subjective 50-mark general descriptive paper and rescale the 150-mark core-subject objective paper proportionally to 200 marks for all candidates. This ensures selection is determined strictly on verified domain expertise.
Universal Relief Without Forcing Further Litigation:
Ensure that any benefit, re-evaluation, or normalization mechanism approved by the Government or the High Court is applied across the board to all 42,000+ candidates who appeared, preventing discrimination against those who could not afford to file writ petitions.
Constitution of a High-Level Independent Academic Committee:
Form an independent panel comprising senior academicians, psychometricians, and statisticians to conduct a comprehensive audit of evaluation sheets, keys, and mark distributions before releasing any final list for certificate verification and interview
Immediate Deferment of Counseling:
Put all counseling and appointment schedules on hold until the evaluation methodology is corrected and parity is restored across all disciplines.
We trust the Government of Tamil Nadu will uphold social justice and merit by resolving this crisis administratively for all affected scholars.
