Transparent Accountability of Indian Police & Justice System to the Public of India
The Issue
As Bharat our country, is witnessing gut wrenching mayhem of Rape cases compounded by gruesome inhuman mutilation and murder of our women, what is aptly seen as "double blow" is the inaction, ineptness and toxic/criminal complicity of the authorities meant to protect, specially the police, investigation officers and our courts.
After Nirbhaya case that shook the whole India on 16th Dec 2012, where the victim courageously gave a statement from death bed after a rod was pierced in her intestines, nothing seems to have changed. WE ARE LET DOWN BY THE ROTTING SYSTEM being misused for power or politics.
The first line of defense for victims of crimes is the police and the next is the courts. But the needle doesn't move. News makes headline for a few weeks/months and then everything remains same until another instance after instance emerges, numbing the complete social psyche of the world's largest democracy and most ancient civilization.
In the recent case of two girls assaulted in a school, it has been reported that the police made them what outside the police Chowki for 11-12 hours and then finally registered the FIR after intervention from an "influential source". Is this 2024 or 1924 ?
1. Refusal or hinderances to register a complaint of crime must be punished severely and visibly. Registering after influence must be tried as Graft.
Its important to restore the faith of public in impartial and speedy process of punishing the guilty. Often there is no update on what transpired, evidence got lost, the investigation was botched up or the charges could not be substantiate resulting in inability of the courts to deliver fast and just judgements.
We, the People of India, deserve a transparent accountable system of justice delivery.
We demand a public dashboard of Accountability for the Women of India. We are an IT behemoth and this should not be too difficult, Sir/Madam. We have implemented many large scale digital projects like Aadhar, UPI, IT portal handling data in multi-million and crores.
2. A dashboard tracking crimes against women would be miniscule project compared to these for our Indian Tech giants.
Where there is a will, there is a way. What gets tracked, monitored can be improved, controlled and give the required social outcomes, without having to issue declarations or justifications. For meaningful improvement, transparent data tracking is the FIRST Neccesity. And with recent spates of Rape cases in August 2024, this has never been more urgent than it is NOW.
For all cases of abuse, rape and murder of women, we need a dashboard clearly indicating milestones met and not met by the police together with the date when its done. Eg., When is the FIR filed, how much delay in time, when is the victim and family given protection, when is the evidence gathered by police, when is CCTV recording secured, when is immediate medical test of suspect conducted within 24 hours in a Govt institution or not, when is the charge sheet filed, is it within weeks, months or never? and why not, if there is botch up by police when has the responsible person been suspended ? all these dates will give clear data if the police tasked with the job is working in time bound fashion or not. if not, why,what resources do they require ? (more jobs, digital support, supervisory needs?).
3. To enable filing and recording of each and every case, a 24x7 Helpline Toll Free where men/women can ask for registering a case, with language support using AI. This will ensure that no case goes unreported out of fear or lack of access to technology. (This will generate jobs too).
4. Every quarter either the Chief Justice or The President Of India has to publicly submit these statistics showcasing the progress in actions taken, improvements needed, highlighting the states where lapses are happening, seeking funds for setting up more courts (more jobs). This is how you serve the people by reporting to them transparently.
5. Publishing of above data once a quarter in all regional language newspapers on front page as a duty to women of India. This is how you rebuild trust in judicial process and the constitution. Front page is not a space to just announce intentions, but lay bare the truth of our efficacy and commitment to serve. We made a promise to the country to be Free - of injustice, unequal treatment, misuse of power and exploitation. This has to be reported to Janata Janaradhan, regularly, without fail.
