The conservation and managment plan (2001) for the tower actually suggests we

"Consider additional uses, such as displaying community messages." 

So it's not actually true that there is a conservation ban on altering the look of the tower.  The report actually recommends that it be used for such projects.  It would actually increase it's cultural heratage value.
