Transfer Bridgewater State Hospital to the Department of Mental Health, the Experts!

Transfer Bridgewater State Hospital to the Department of Mental Health, the Experts!
The Issue
We write this petition due to grave concerns surrounding the treatment of 250 patients at Bridgewater State Hospital, Massachusetts. These individuals suffer from serious mental illnesses, yet they are managed by the Department of Corrections and not by mental health professionals. Interestingly, none of these residents have been found guilty of any crime.
The Disability Law Center has advocated for the closure of this institution due to the presence of harmful mold. More worrisome is the reported inhumane treatment and living conditions of patients. There is no air conditioning, unlawful restraints and compulsory medications, unsanitary conditions are common, notable employee shortages, unproductive leadership, and a healthcare contractor plagued with lawsuits.
The Massachusetts Department of Mental Health (DMH) should take over Bridgewater State Hospital (BSH) to provide a more therapeutic and recovery-focused environment for patients, consistent with Massachusetts law and best practices. Under DMH oversight, patients would have access to a range of mental health services and resources, potentially leading to better outcomes and improved quality of life.
Here's a more detailed look at the reasons for this transfer:
Improved Patient Rights:
DMH policies would better protect patient rights, especially concerning restraints and seclusion. The current system at BSH has faced criticism for high rates of physical and chemical restraint, particularly impacting Black and Latinx individuals.
Focus on Treatment and Recovery:
DMH is better equipped to provide mental health services and resources, including traditional and alternative therapies, in a therapeutic setting that maximizes recovery. This contrasts with the current focus on punishment and control within the Department of Correction (DOC).
Enhanced Oversight and Accountability:
DMH oversight would create clearer lines of accountability and a stronger framework for treatment and support, reducing the risk of harmful practices and ensuring that patients receive appropriate care.
Addressing Systemic Issues:
DMH's expertise in mental health care can address systemic issues such as inadequate funding for mental health services, lack of community support, and the over-representation of individuals with mental health disorders in the criminal justice system.
Moving Towards a New Facility:
Many advocates and policymakers believe that a new forensic psychiatric hospital, managed by DMH, is needed to replace BSH, providing a more modern and therapeutic environment for those who require specialized care. Massachusetts is the the only state to place the responsibility of mental healthcare under the Department of Corrections. While this might seem like a mere admative detail, the impact on the patients under this system cannot be ignored. The crucial need for proper care and mental health services cannot be overstated.
We urge Govenror Healey and the Massachusetts Legislature to transfer oversight of Bridgewater State Hospital to the Department of Mental Health, the actual experts in mental health care, and thusly ensure that the rights and best interests of these patients are put first. Help improve the lives of these 250 individuals who deserve compassionate care and a healing environment.
