Disability Law Center Monitor Report February 2026 -Highlights   

Severe clinical failures
Environmental- unsanitary with 15 types of toxic mold.  The DPH reported hundreds of repeated facility inspection violations including the DPH concern for disease transmittal.
Executive leadership failures

Illegal seclusion
Staff abuse
Major troublesome increase in the number of illegal restraints

Employee shortages
Lack of proper training
Punitive policies
Heat mitigation failures
Dilapidated housing units unsafe

“Massachusetts must cease involuntarily committing people with complex mental health needs and disabilities to a state prison facility where they will foreseeably face countertherapeutic conditions and suffer violations of their legal rights by those meant to provide them treatment,” the report’s authors urged.
