The village of Russell has and will continue to grow at a rapid pace. There are many families moving into the area. Russell has many parks that are enjoyed by the community, but is missing a splash pad.

The current Parks and Recreation Master Plan does not include the need for a splash pad. However, research has proven that splash pads offer more than just a play area for kids. Splash pads are a place to safely enjoy water without the risks of a pool and provide for an additional community gathering space for people of all ages. When properly designed, splash pads are universally accessible for all types of abilities. Successful splashpads now include intentionally designed features to cultivate cognitive skills like planning, imaginative thinking, focus, problem-solving and self-control as children interact with moving water. These neurological building blocks shape and carry children through life.

The hot temperatures of the summer are only going to be increasing and heat waves will be lasting longer based on information from Environment Canada. Splash pads are an easy way for anyone to cool off, especially those without access to air conditioning or other cooling options.

According to the Township, cost to build is estimated at $150,000. There are environmentally and economically friendly options that include recirculating or repurposing water systems that significantly decreases the amount of water pulled from the water supply.
