The Town of Ulster proposed a local cat control law arising from complaints from a group of neighbors about several residents feeding stray cats. The Town Board agreed to allow the UCSPCA to bring in traps and take cats to their Kingston Spay/Neuter Clinic for medical treatment and evaluation. Cats found suitable for adoption are being kept at the shelter until homes are found.

Ulster County SPCA Director, Adam Saunders, states that last in 2016 nearly 3,500 cats were spayed or neutered at the clinic. He also said there is a decline in surrenders and believes this is due to the success of the local TNR program.

We DO NOT support euthanasia and are seeking additional laws/regulations protecting healthy and treatable cats from mass sweeps to exterminate the population. We DO support partnership programs that will coordinate local rescue groups and the Ulster County SPCA to initiate Trap/Neuter/Release (TNR) including socialization and adoption of any and all suitable cats.This program will reduce the unwanted cat population through reproduction control, including health screening and vaccinations for all cats trapped and protect the health and welfare of the public.
