Your action has inspired the Town of Guilderland to revisit their solar ordinances and to craft an Updated Solar Law with much more rigorous requirements for large solar installations.
Guilderland supports achieving 100% of the State’s energy needs from renewable sources by 2040.
* At the same time, the town will protect “scenic and environmental resources by minimizing the impact of major solar energy facilities on parklands, trails, wetlands, wildlife, scenery, flood plains, historical and cultural sites, and recreational activities.
* A visual impact assessment is required for solar energy systems
* A detailed landscaping plan featuring native species is required
* There are new plan requirements for site operation and maintenance
* New maximum lot size of 10 acres
* There are new setback provisions and noise protection
* Utility lines shall be underground where possible
* There will be stronger oversight and clearer regulations in place for decommissioning
This new law will become effective upon filing with the Secretary of State and will cover any solar projects that come before the zoning board after that date (including Dunnsville Road).
I encourage you to read the proposed law on the town website. It has been sent to the Albany County Planning Board for required review. The Town Planning Board is scheduled to review this draft at its February 26th meeting. If both boards complete their reviews, the Town Board will consider this draft at its March 3rd public hearing at Guilderland Town Hall.
