Town Manager's FY2027 Budget Cuts Trash Pickup — Costs Shift to Residents

Bloomfield’s proposed FY2027 budget eliminates town trash and recycling collection and shifts that cost directly onto residents.

What is being presented as a reduction is not a true savings, it is a cost shift that residents will now pay out of pocket.

 

The Town Manager’s proposed FY2027 budget raises serious concerns that must be fully reviewed before any adoption.

This is not just a proposal — it is the foundation for decisions that will directly impact every household in our community.

What Residents Need to Understand

One of the most significant changes in this proposal is the elimination of residential curbside trash and recycling collection.

The proposal removes approximately $2.25 million from the Town budget and presents it as a reduction.

But this is not a true cost reduction.

It is a cost shift.

That expense does not disappear. It is transferred directly onto residents, who will now be responsible for paying private haulers out of pocket for a service that was previously provided through taxes.

What may appear as a lower tax burden on paper can result in a higher and less transparent cost for residents in reality.

Our Concerns

  • Lack of full transparency in how costs are presented
  • Shifting of financial burden from the Town onto residents
  • Potential for hidden or understated increases
  • Limited time for residents to fully review and understand the proposal
  • The need for clearer justification of spending decisions

What We Are Demanding

We call on the Town Council to:

  1. Provide full transparency in all budget details
  2. Clearly disclose the true cost impact to residents
  3. Thoroughly review and revise the Town Manager’s proposed budget
  4. Ensure all financial decisions are clearly justified before adoption

The town council is still in budget deliberations. However, I can tell you that the council is restoring much of that budgeted item. There does seem to be a need for further discussion surrounding the frequency and cost associated with bulk pickup. To my neighbors and residents of Bloomfield. The issue of budget reductions has certainly gotten the attention of the Town Council. We hear you. Budget deliberations concerning any and all adjustments to what the Town Manager has proposed in his budget will be closely reviewed, debated, adjusted, finalized and approved by the Town Council. Nothing is currently written in stone and any published statement saying otherwise is not factual or fair to those who may feel some anxiety either against or even for the budget. And yes, there are those who believe conservative reductions are what's needed to help with future growth. We, the Town Council look forward to providing the residents of Bloomfield with the best possible budget that allows us all to enjoy the beauty of our surroundings and live the quality of life that we’ve come to enjoy. The proposed Town Manager’s budget is just that, a proposal. A starting point for discussion and one that we understand was not ideal for our residents, was not taken well and we did not take that lightly. Do not forget we are residents as well and had some similar reactions with areas of the proposed budget. The proposal of trash collection elimination was presented in prior years, and our response was absolutely no, but in this difficult financial season, it was seen by the TM one way to reduce the tax burden upon the residents, yet ultimately would have them to pay in another way. I do not support the elimination of trash collection in Bloomfield. I do support many aspects of the proposed budget and some I do not. It is now the council‘s job to weigh, consider, analyze and deliberate on this budget to produce for the residents the most responsible budget we can, preserving the services that we expect and those that we also enjoy. This will be a challenging process, and there will be cuts. However, for those services that benefit our most vulnerable are off the table and the council thus far has made that clear. We knew last year that coming into this budget season FYI, 2027 that it was going to be extremely challenging. We are not alone. Bloomfield is not an anomaly. We have had homeowners' property values increase, some over 40% due to state mandated revaluation. It is our responsibility to present a budget with the lowest increase, that will retain services and present the lowest amount of tax increase for our residents.
