Town Manager's FY2027 Budget Cuts Trash Pickup — Costs Shift to Residents

Bloomfield’s proposed FY2027 budget eliminates town trash and recycling collection and shifts that cost directly onto residents.

The Town Manager’s proposed FY2027 budget raises serious concerns that must be fully reviewed before any adoption.

This is not just a proposal — it is the foundation for decisions that will directly impact every household in our community.

What Residents Need to Understand

One of the most significant changes in this proposal is the elimination of residential curbside trash and recycling collection.

The proposal removes approximately $2.25 million from the Town budget and presents it as a reduction.

But this is not a true cost reduction.

It is a cost shift.

That expense does not disappear. It is transferred directly onto residents, who will now be responsible for paying private haulers out of pocket for a service that was previously provided through taxes.

What may appear as a lower tax burden on paper can result in a higher and less transparent cost for residents in reality.

Our Concerns

  • Lack of full transparency in how costs are presented
  • Shifting of financial burden from the Town onto residents
  • Potential for hidden or understated increases
