They document, as feared, that USDA APHIS Administrator Dr. Chester Gipson unilaterally changed the "SCAR RULE" protocol, and Dr. Gipson allowed "SORE SCARRED HORSES" to show at the Mississippi Charity Horse Show and also at the 47th Annual National Trainers Show.
