ایران در شرایطی قرار دارد که نبود آمادگی مدنی و گفت‌وگوی فراگیر، می‌تواند هرگونه تغییر آینده را با خطر خشونت، فروپاشی اجتماعی و چرخه‌های انتقام همراه کند. در چنین وضعیتی، دیاسپورای ایرانی ظرفیت بالقوه‌ای برای کاهش هزینه انسانی و اجتماعی تغییر دارد؛ به شرط آن‌که این ظرفیت در چارچوب‌های مدنی، شفاف، غیرخشونت‌آمیز و رأی‌محور سازمان یابد.

امضاکنندگان این پتیشن بر این باورند که:
سازمان‌یابی دیاسپورا باید مبتنی بر فرآیندهای دموکراتیک و قابل‌بررسی باشد، نه تصمیم‌های فردی یا غیرشفاف؛
هرگونه ساختار احتمالی در خارج از ایران باید موقت، پاسخ‌گو و غیرشخصی باشد؛
در میان دیاسپورا، گرایش به مدل‌های جمعی به‌عنوان جایگزینی برای رهبری فردمحور وجود دارد.

امضاکنندگان همچنین آگاه‌اند که در صورت تشدید بحران یا ورود ایران به دوره گذار، نهادهای اروپایی و بین‌المللی ناگزیر با یک پرسش عملی روبه‌رو خواهند شد:

کدام بازیگران دموکراتیک در خارج از ایران، که از مسیرهای شفاف و رأی‌محور شکل گرفته‌اند، می‌توانند به‌طور معتبر طرف گفت‌وگو قرار گیرند؟

این پتیشن تلاشی است برای نشان‌دادن اینکه بخشی از دیاسپورای ایرانی، از هم‌اکنون، متعهد به حرکت به‌سوی چنین فرآیند دموکراتیک و قابل‌بررسی‌ای است؛ فرآیندی که هدف آن، فراهم‌کردن زمینه گفت‌وگو از طریق انتخاب جمعی تسهیل‌گران است، نه انتصاب افراد یا ادعای رهبری.

تأکید می‌شود که این پتیشن:

هیچ ادعایی درباره نمایندگی سیاسی مردم ایران ندارد؛
جایگزین اراده و تصمیم مردم داخل ایران نیست؛
و صرفاً بیان یک ترجیح مدنی و هنجاری در بخشی از دیاسپورای ایرانی است.

 

درخواست ما

ما از نهادهای مدنی، دانشگاهی، شهرداری‌ها و جامعه میزبان می‌خواهیم

حق و امکان سازمان‌یابی مدنی و مسالمت‌آمیز ایرانیان خارج از کشور را به رسمیت بشناسند؛
از گفت‌وگو و بررسی مدل‌های رأی‌محور، جمعی و غیرشخصی برای خودسازمان‌دهی دیاسپورا حمایت کنند؛
و مانعی برای ایجاد فضاهای امن (آنلاین یا حضوری) برای گفت‌وگو و آمادگی مدنی ایجاد نکنند.

 

این پتیشن مطالبه قدرت یا به‌رسمیت‌شناسی سیاسی نیست؛

بلکه تلاشی مدنی برای آماده‌سازی مسئولانه و پیشگیرانه در برابر آینده‌ای نامطمئن است.

Iran is facing a critical period in which the absence of civic preparedness and inclusive dialogue increases the risk of violence, social fragmentation, and cycles of revenge in any future change. In this context, the Iranian diaspora holds significant potential to reduce the human and social costs of change, provided that this potential is organized through civic, transparent, non-violent, and vote-based frameworks.

The signatories of this petition believe that:

Diaspora self-organization should be based on democratic and reviewable processes, not individual or opaque decisions;
Any potential structure formed outside Iran should be temporary, accountable, and non-personalized;
There is a clear preference within the diaspora for collective models rather than individual-centered leadership.

The signatories also recognise that, in the event of escalation or a transition period in Iran, European and international institutions will inevitably face a practical question:

Which democratic actors outside Iran, emerging from transparent and vote-based processes, can credibly be engaged in dialogue?

This petition seeks to demonstrate that a segment of the Iranian diaspora is already committed to moving toward such a democratic and verifiable process — one aimed at enabling future dialogue through collectively selected facilitators, rather than appointed figures or individual claims to leadership.

It is emphasized that this petition:

Makes no claim of political representation or speaking on behalf of the people of Iran;
Does not replace the will or decisions of people inside Iran;
Solely expresses a civic and normative preference among part of the Iranian diaspora.

 

Our Request

We call on civil society organizations, academic institutions, municipalities, and host societies to:

Recognize the right and possibility of peaceful civic organization by Iranians abroad;
Support discussion and exploration of vote-based, collective, and non-personalized models for diaspora self-organization;
Refrain from obstructing the creation of safe spaces (online or offline) for dialogue and civic preparedness.

This petition does not seek political power or official recognition.

It is a civic request for responsible and preventive preparation in the face of an uncertain future.
