TO PBBM: LISTEN TO CITIZENS' CONCERNS ON THE NAIA PUBLIC-PRIVATE PARTNERSHIP

The Issue

We, the Filipino consumers, and advocates for transparent and fair practices, are calling President BBM to express our concerns and recommendations regarding the NAIA Public-Private Partnership (PPP) project.

As many are aware, the formal turnover of the NAIA Rehabilitation Project to the SMC-SAP & Co. Consortium, led by San Miguel Corporation, is scheduled for September 14, 2024. This project is crucial for upgrading and modernizing the country’s primary international gateway. However, as this transition approaches, it is imperative that the interests of the Filipino consumers are adequately addressed.

Our Concerns:

Additional Expense: The project will lead to substantial increases in fees such as but not limited to terminal fees and other charges at NAIA. According to the Department of Transportation (DOTr), proposed fees are still under discussion, yet preliminary indications suggest potential fee hikes that could double or even triple existing charges. Kaya pa ba?


Lack of Transparency: While it enhances infrastructure, there is a pressing need for greater transparency regarding the fee structures and how they will impact travelers and businesses. The Administrative Order No. 1, which grants the private concessionaire the authority to set these fees, raises concerns about unchecked cost escalations without adequate public oversight.


Consumer Impact: NAIA serves as a vital gateway to commerce and travel, impacting not only individual travelers but also businesses that rely on the airport for their operations. Any increase in fees will inevitably affect the cost of goods and services, placing a burden on both consumers and businesses.

Our Recommendations:

Enhanced Transparency: We urge the DOTR, MIAA and the SMC-SAP & Co. Consortium to ensure full transparency regarding the fee structures and the basis for any proposed increases. Clear, accessible information should be provided to the public, detailing how fees are calculated and the rationale behind any adjustments.


Public Consultation: We call for a comprehensive public consultation process to gather feedback from consumers and businesses. This will ensure that the concerns of all stakeholders are taken into account and that the final fee structures are fair and justified.


Consumer Protection Measures: Implement safeguards to protect consumers from excessive fee increases. Regulatory frameworks should be established to monitor and control fee adjustments, ensuring that they remain reasonable and proportionate to the benefits provided.
Accountability and Oversight: Robust mechanisms shall be in place to monitor the performance and compliance of the private concessionaire. Regular audits and reports should be made available to the public to ensure that the project meets its objectives without imposing undue financial burdens.


In conclusion, while we support the modernization and improvement of NAIA, it is essential that the process is carried out with transparency, fairness, and respect for consumer rights.
