Chief Commissioner Graham Ashton said police will have to summons juvenile offenders in the first instance rather than arrest them. "It's something we lobbied against and certainly advised against, but we don't write the laws," Mr Ashton told 3AW on Friday. Police Association of Victoria secretary Ron Iddles said police workloads will increase. "This sends a message to those who are under 18 that they can have total disregard for the law and there will be no consequences for your actions," Mr Iddles told reporters. Shadow attorney-general John Pesutto said police need a strong deterrent. "A deterrent that discourages young offenders like gang members from breaching their bail - they have to respect the law," Mr Pesutto told reporters.
