The Goal:
- To establish a dedicated state-level emergency notification protocol—similar to the AMBER Alert system—using India’s existing indigenous Cell Broadcast System (CBS) to instantly locate abducted children and broadcast critical public safety emergencies to active mobile phones in targeted zones.
The Petition Body:
- To the Government of Tamil Nadu,
- · Recent high-stakes public incidents and child safety threats across Tamil Nadu have highlighted a critical gap in our immediate emergency response infrastructure: the lack of a centralized, instantaneous public notification system. When a child is abducted or a severe public threat emerges, the first few hours are the "Golden Hours." Currently, authorities rely on standard social media updates, which are easily buried by algorithms and often reach the public too late.
- We, the citizens of Tamil Nadu, urge the State Government to take proactive, life-saving action by launching "TN-Alert."
- ·India has already successfully built and tested the infrastructure required for this via the Department of Telecommunications (DoT) and the National Disaster Management Authority's (NDMA) Cell Broadcast System (CBS) and SACHET portal. While currently utilized for natural disasters like cyclones, this exact technology can—and should—be expanded to protect our children and communities from immediate human threats.
We specifically request the following three actions:
- · Establish an SCRB-CBS Pipeline: Create a direct, high-verification clearance pipeline between the Tamil Nadu Police State Crime Records Bureau (SCRB) and the national Cell Broadcast System to authorize instant public alerts.
- · Define Strict Trigger Protocols: Ensure the system is used strictly for high-stakes, verified emergencies—such as confirmed child abductions with actionable descriptions (vehicle numbers, appearance)—to prevent "alert fatigue."
- ·Deploy Geo-Fenced, Multi-Lingual Pushes: Enable the alerts to instantly target specific mobile towers within a set radius (e.g., a 50km radius around an incident site like Coimbatore or Chennai), broadcasting full-screen messages with distinct warning sounds in clear Tamil and English.
By turning millions of citizens into active eyes on the ground within minutes of a crisis, Tamil Nadu can set a pioneering standard for public safety and technology-driven law enforcement in India.
We request the Government of Tamil Nadu to prioritize the safety of our children and implement this system without delay.
