San Mateo County Board of Supervisors upheld an appeal for a unanimous denial by planning.
The Issue
Petition on the Risky and Unsafe Development along 1100 block of Parrott Drive, San Mateo, California.
Update: On October 18, despite the County Planning Commission's unanimous denial of the risky “Zmay” subdivision along the 1100 block of Parrott Drive, an avalanche of 250 letters to the Board of Supervisors and over 1060 Signatures on our petition, the Board of Supervisors voted 4-1 to uphold the appeal and approve the project. We appreciate Supervisor David Canepa's dissenting vote.
We find it hard to believe that four Supervisors capitulated to a veiled threat of a lawsuit and ignored their responsibility to the public, ignored the danger of fire, ignored the many landslides within the subdivision area and on neighboring properties, ignored the steepness of the slope (much steeper than the developer’s claim), ignored the hydrology risks, ignored the increased threats from climate change, ignored the problem of the crumbling sewer line that crosses Billy Goat Hill, and ignored the fact that there are safer locations to build at the bottom of the property.
Most egregiously, they completely ignored the fact that the property is zoned Open Space - Resource Management District in order to protect open space and avoid development on hazardous sites. Winter King, attorney with the law firm Shute Mihaly and Weinberger, wrote and spoke on behalf of Green Foothills, rebutting legal issues raised by the applicant’s attorney. The Supervisors ignored her too.

update: July 12, 2022 San Mateo Board of Supervisors meeting Agenda #7, the Board of Supervisors heard comments from the public, Green Foothills and the developer. At least three Board of Supervisors had voiced their opinion to deny the project, but then the Supervisors had request to hold off on voting on the project before they speak to the county attorney to see how these 3 homes will affect the Housing Accountability Act that the developer’s lawyer brought up. Please continue to sign and share this petition to prove to the Board of Supervisors that there is extreme concern regarding this project. On 8/25/2021- item 2 on the agenda, The planning Commissioners unanimously voted to deny the subdivision of 1551 Crystal Springs Drive. The San Mateo County Planning Commissioners unanimously denied this project because of all the risks associated with this project such as the fire risk, the steep landslide prone slopes, the failing sewer system and many other problems on this Resource Management parcel. A little background about the building site:
The Zmay subdivision would create sites for three large homes on extremely
steep, landslide-prone slopes. These slopes are also highly vulnerable to
catastrophic wildfire. Most egregiously, the project proposes connection to a
failed sewer transmission line that has experienced numerous sewage spills
over many years.
The Planning Commissioners listened to the many community voices, and
agreed that the proposed three home sites were unsuitable for residential use due to steep slopes, severe erosion potential, susceptibility to mudslides/landslides, exposure to fire, and inadequate sewage disposal capabilities. As such, the proposed subdivision does not meet applicable County Subdivision or Resource Management District Zoning requirements
I do not oppose safe and appropriate development of three homes on this 60- acre property, but they must be located in less hazardous, and less
environmentally damaging areas, most logically near 1551 Crystal Springs
Road where the existing single-family residence on the property is located.
I am signing this Petition to add my voice to those of neighbors, community
groups, and environmental organizations who are concerned about the
potential significant adverse impact this project will have on the health, safety, and welfare of the project's future residents and the community at large.
