Since the Dog Control Bylaw came into force, Christchurch has continued to see recent and serious dog attacks reported in publicly available news coverage — including recent reporting by Chris Lynch Media.

Some reports describe incidents involving dogs identified as repeat offenders with prior documented attack history, including previous attacks resulting in the fatality of another dog and severe injury to others.

• What standards define compliance in practical, enforceable terms?

• If council has indicated it cannot comment on industry-based approaches to complaints, how will evidence-based exemption processes reflect recognised industry expertise and ensure transparency?

• How can professionals lawfully prepare where applications and requests for criteria clarification have reportedly remained under review for several months?

Clear regulation strengthens public safety.
