#OLSZTYNGATE OLSZTYN ANIMAL AFFAIRS COMMITTEE – A CARTEL IN BROAD DAYLIGHT
Under the banner of “animal care,” in Olsztyn operates a body that, in a normal rule-of-law state, should have been dissolved the very next day after its composition was revealed.
Animal Affairs Committee – in theory: advisory and supervisory.
In practice: a closed network in which the same people:
• issue opinions,
• make decisions,
• control their own institutions.
Cats guarding the cream, wolves guarding the sheep. And it’s all happening in plain sight of Olsztyn’s residents.

PROBLEM? NO – THIS IS A SYSTEMIC CRIME
This “Committee” includes representatives of:
• institutions receiving public funds,
• institutions that are the subject of complaints,
• entities participating in animal seizures and interventions.
And when allegations arise – they investigate themselves and “confirm” that there’s no problem.
WHY CAN’T THIS BE LEGAL?
• Article 24 of the Code of Administrative Procedure – obligation to exclude a person if there’s even a hint of a connection that could affect impartiality.
• Articles 7 and 8 of the CAP – principle of legality and impartiality of administrative bodies.
• Article 25 of the Local Government Act – prohibition on participating in decision-making in matters where one has a personal or institutional interest.
• Article 44 of the Public Finance Act – prohibition on making decisions that result in a benefit for oneself or an affiliated entity.
Here, EVERYTHING is being violated. This is not an “ethics debate” – this is a permanent conflict of interest and a web of connections that makes honest oversight impossible.
WHAT DOES THIS MEAN FOR ANIMALS AND RESIDENTS?
• Dogs can be kept in isolation for years because the “Committee” approves its own decisions.
• Residents’ complaints go… to people connected with those they are complaining about.
• Public money flows into this network with zero risk of uncovering abuses.
TIME TO CALL IT WHAT IT IS
This is not an advisory body.
It is an institutional cartel – a mechanism in which oversight is a fiction, and the main goal is to protect its own interests.
WE DEMAND:
• Immediate dissolution of the Committee in its current form.
• External audit by the Supreme Audit Office (NIK) or the Voivode – URGENTLY – of all decisions made by this Committee and its affiliated institutions.
• Publication of meeting minutes, attendance lists, and voting records from all sessions.
• Disciplinary and criminal proceedings under Article 231 of the Penal Code (abuse of power).
Never with the current, always against it.
