For years people have got away with killing people's family pets , young or old a cat is part of someone's family, a small percentage stop to look for the injured cat and some leave the cat for dead , meanwhile a family is breaking down because there beloved pet is missing or hiding injured or dead because someone doesn't by law have to report it or they just don't give a damn about it, as a member of a site trying to find lost animals all I've seen is lots of RTA , I no you can't train a cat but the law can at least be changed so that if you hit a cat then it gets reported by a phone number or online form etc , family's nearby could the  check online and see if anyone has hit a cat so at least they don't spend months wondering what has happened to there pet ,I also think all cats should be chipped by law to make it easier to indenitfy owners
