It seems that it's not only Flik we want back as a regular meet and greet character at Walt Disney World. As of September 2019, there will no longer be character greetings with Joy and Sadness at Epcot! 

Due to the transformation of Future World at Epcot, Joy and Sadness's meet and greet location along with Baymax in the Epcot Character Spot will be set to close permanently on September 7, 2019.

However my good pen pal, Joey Kette, suggests that they have our emotion friends from Inside Out continue to meet and greet regularly at the ImageWorks at the Imagination Pavillion while the entire Future World of Epcot goes under refurbishment and transformation.
