A minority of states use voter suppression tactics to skew voting results, harming the majority of the nation for interests of a few. The proposed amendment :

Any state proven to practice voter suppression in any form, that state forfeits their electors to the electoral college for that election, and all following elections until certified that the voter suppression practices have ended by a neutral observation team created by the UN, or another body mutually agreed upon by the Senate and the President.

This penalty would by threat deter voter suppression, and negate the effect of voter suppression by it's execution.

The United States as a nation would benefit by not being held hostage by unclean elections in a few states.
