The State of Texas Governor and Legislature: Keep the Hazlewood Act as a Texas education benefit for veterans.

The Issue

The Hazelwood Act is a promise that the State of Texas made to military veterans since World War II. The Hazlewood Act provides qualified Veterans, spouses, and dependent children with an education benefit of up to 150 hours of tuition exemption, including most fee charges, at public institutions of higher education in Texas. Recently, legislation allowed qualified veterans to pass their credit hours onto their children. This creates diversity at Texas universities and colleges, brings highly educated people into the Texas workforce, and honors our veterans service and sacrifice by enabling them to achieve college graduation, thus helping to prevent veteran unemployment in Texas. This program has created thousands of opportunities for Texas veterans and their families.

I would like to thank you for your diligent support and desire to help protect Hazlewood Act benefits. I know we agree about the importance of education a critical component to a successful civilian life. From those recently discharged to those who left military service decades ago, Texans have served to protect our freedoms and the state needs to fulfill its commitment to the Hazlewood and the Hazlewood Legacy Act. As you may know, the Hazlewood Act is the Texas law providing veterans with tuition and fee exemptions at public universities and colleges, and the Legacy Program is a 2009 amendment allowing veterans to transfer unused Hazlewood benefits to their children or spouse. However, both benefits are based solely on the eligibility of the Texas Veteran and are limited to 150 hours, no matter who uses it. Some university officials have suggested that the Hazlewood Legacy is starting to place an unbearable "cost" on these schools. I disagree with those university officials as the real burden of our freedoms have been a "cost" to military families. While I do recognize that schools are losing revenue, I do not agree that they are incurring a "cost." First, the number of students using Hazlewood at most colleges is minimal compared to the number of students enrolled. More importantly, the GI bill and other federal funds more than make up for lost revenue institutions. However, in order to ensure that Hazlewood is preserved for many years to come, I am working with my colleagues in both the Texas Senate and House to come up with a way to mitigate the loss of revenue at campuses with a high percentage of students using Hazlewood benefits. I have filed three bills designed to strengthen Hazlewood - SB 1158, SB 1159, and SB 1543.
