Response to the RSGB's explanation of its decision to re-admit Russian stations into RSGB contests, published in RadCom October 2026 (p.6)

The Board stresses its desire for consistency in a changing world. We agree with the need for consistency. Indeed, it is the RSGB's policy inconsistency that caused this campaign.

We are asking the Board to consistently apply the same test it applied on 4 March 2022, when Russian and Belarusian stations were excluded from RSGB contests.

At that time, only days after Russia's full-scale invasion of Ukraine, the RSGB Board stated that the actions of the Russian Federation and its military had “crossed a line” and that the RSGB could not "remain neutral".

The full scale of the war that followed was not yet known. The loss of life, mass displacement, destruction and allegations of war crimes that subsequently emerged could not have been the reason for the original decision — they had not yet happened.

The decision therefore appears to have been based on what was already clear in March 2022: a nuclear-armed Russia had launched a major war against a sovereign European state, threatening the European security order and creating the possibility of a much wider conflict involving NATO.

What has changed?

Russia remains at war with Ukraine. The threat to European security has not disappeared — indeed, the nature and scale of that threat are now much more clearly understood.

So why lift the restriction now?

If Russia had “crossed a line” in March 2022, where is the evidence that it has now uncrossed that line?

And if the circumstances that caused the RSGB to say it could not remain neutral have not gone away, why should the RSGB now become neutral?

The threat that the RSGB recognised in 2022 remains.

Maintaining the restriction on Russian participation in RSGB contests until the war is over, as a continuing expression of solidarity with Ukraine, would be consistent with the position the RSGB adopted in March 2022.

What this petition asks:
We are asking RSGB members to support a requisition for an Extraordinary General Meeting (EGM) under Article 4 of the RSGB Articles of Association.

The purpose of the EGM would be to consider and vote upon whether Russian stations should be permitted to enter RSGB contests while Russia's war against Ukraine continues.

We love the RSGB and support the Board on all other matters, we are both current RSGB volunteers, but, we believe that on this issue, the Members deserve to be directly consulted with an EGM and vote.

Article 4(a) of the RSGB Statutes provides that 300 paid-up Members can requisition an EGM, and that the Board shall convene such a meeting within eight weeks of receiving the requisition.

The Petition will remain OPEN until the EGM has been triggered.

Signing the petition is sending this message to the RSGB Board:

"I am a member of the RSGB and I wish to request the Board to hold an Extraordinary General Meeting (EGM) under Article 4 to discuss prohibiting Russian stations from entering RSGB Contests, and further, to consider the resolution “To require the Board to prohibit all Russian Stations from entering all RSGB Contests"
