Sub: Cauvery water sharing - Tribunal's necessity and future solutions - Reg.

"India is my country and all Indians are my brothers and sisters. I love my country and I am proud of its rich and varied heritage............In their well-being and prosperity alone, lies my happiness." everyone had chanted this oath many a times and its time we implement this oath in true circumstance.

Kannadigas and Tamilans are brothers eversince the cradle of civilization began on our Cauvery river banks. Cauvery is our Mother and we are blood brothers. We have peacefully coexisted for millions of years and will continue to be brothers forever.

However, present day political environment finds luxury in creating a dispute between us in sharing our basic right of water. The brother Karnataka cannot watch brother Tamilnadu and his family perish in starvation. Its not what is expected out of a family.

Unfortunately the worse is prevailing now.The rice hub of the world, The cauvery delta of Tamilnadu is facing draught, famine and extinction. Our farmers who cultivated three times a year are unable to get yield even under single cultivation per year. The water scarcity, irregular supply, untimely supply and excess supply of water during floods cause agriculture sector to become lame. The farmers, whose heritage can trace back to unknown centuries of history are now losing their heart. Their innocent children the future of the nation, their aged parents and pity women are fighting poverty and burden of loans. Their everyday life had come to a standstill. 

We also understand that the same will happen to the farmers of Karnataka and new farm lands that had risen in the recent past, if they do not have adequate water supply. Hence equal sharing is necessary considering the topographical and socio-economical conditions of these two state people. Cauvery tribunal will be the ideal solution for this issue. 

Our brothers of Karnataka are guided by political sources in the promise of flourish and abundant water supply. I leave politics in our petition. Karnataka demand more rights in Cauvery waters. Their demand of more utilisation will yield the rich cultivable land along the flow of river all along Tamilnadu to become deserts. If the water is not shared as per the directives of the hon'ble Supreme court we will face removal of civilization in Tamilnadu. We will have to leave the delta region and go exile. This is the only reason we are opposed to our brothers of Karnataka. Otherwise we are always blood related and caring. We know that, the Kanataka farmers will face hardship if adequate supply is not available. But they can manage that being in the upstream, catchment area. It takes days for water to reach various districts of tamilnadu and losses are felt in transit. Hence Tamilnadu cannot afford any reducation in share of water and survival becomes tough.

All of a sudden, Tamilnadu cannot go to alternate sources such as desalination of sea water, joining river tributaries, etc., The building of a dam is a solution and building canals too are excellent ideas. But till these projects are inagurated and completed we have to stay alive. Hence on behalf of the farmers of both the states we request you to order and execute plans as per below recommendations.

Recommendations:

Around 81155 km2 area comes under the Cauvery basin, which is nearly 2.5% of the total geographical area of the country. Of the total area of the basin, 41.2% falls in the state of Karnataka, 55.5% in the state of Tamil Nadu and 3.3 % in Kerala. The total length of the river from its source to its outfall in Bay of Bengal is about 800 km of which 320 km is in Karnataka, 416 km in Tamil Nadu. Based on these facts the feasible options left are:

(1) Cauvery water to be shared by Cauvery tribunal as per the directives of the Hon'ble Supreme Court

(2) Compensation of the farmers of Karnataka and Tamilnadu to be given by central government or the respective state government or the other state government, and on such an event, the central government can provide tax exemption and subsidies to the states.

(3) Plan 2028 for projects such as dams, canals, connecting local river tributaries so that the brothers of two states always live happily.

If you could establish this in the remaining tenure of your regime, you shall be hailed as the undisputable leader of the southern states.
