Professionals who allow Sexual Abuse of Children Stop Them

Our courts ,our police and our social services have failed victims. How can a sexual abuser be released from prison and do the very same thing after being released.  People who do noting to protect victims should be held accountable. Why do victims have to attend the courts over and over again?
