Long Term Homes, Nursing Homes

How could so many  be dead unless there is a cause. The Criminal Code is very clear. It is a crime if you contribute to a crime. The staff in these buildings have done everything thing they could, given the limited resources. The staff of these buildings put their life on the line to feed their clients, clean their floors and wash the clients dishes.  Who was responsible for the living conditions that lead to a murderer who killed 8 clients while she was unnoticed for years or allowed these conditions for years.
