Maricopa County Sheriff Joseph Arpaio has a long history of abuse of authority, violations of civil rights, and misuse of taxpayer funds. Shortly after he first took office in the early 1990s, his pattern of abhorrent activity began to emerge. Under his direction, unconvicted inmates have been tortured and lost their lives. He has misused more than $100 million from a special tax fund for jail construction; a four year investigation into practices at his jails has determined that he has established patterns and practices of unconstitutional policing.
