To the Premier and members of the Western Australia state parliament:

We, the signatories of this petition, having been made aware of the changes to the Energy Buyback Scheme for electrical energy input into the SWIS electricity grid of the state of Western Australia, as discussed at

the energy input into the electricity grid, being from domestic rooftop photovoltaic systems, with or without battery storage systems, where any change to an existing domestic rooftop photovoltaic system, including installing one where one did not already exist, made the domestic rooftop photovoltaic system subject to the changes, with such changes being published on 31 August 2020, to take effect immediately, without notice, note with extreme concern, the following;
1. the changes were made without adequate notice,
2. the changes were made without public consultation, in an authoritarian, dictatorial, punitive, and, oppressive manner,
3. the changes are clearly designed solely to punish and impose financial penalties upon, householders who have or would install domestic rooftop photovoltaic systems, so as to make clear that
4. the changes are designed to actively discourage the installation and maximization of the use of domestic rooftop photovoltaic systems, and
5. the changes are designed to maliciously cause deliberate harm by the government, to the SWIS electricity grid, by discouraging, through financial penalties, the installation and use of battery storage systems incorporated in domestic rooftop photovoltaic systems, which battery storage systems that are being punitively discouraged by the state government, would otherwise, help stabilise the SWIS electricity grid, through energy arbitrage, and thus,
6. the changes are being implemented by the state government, in a gross abuse of its power, to actively discourage the use of clean energy by households in the state of Western Australia, and, to increase state profit from the punitive financial penalties imposed against households that dare to install and use domestic rooftop photovoltaic systems.

We, the signatories to this petition, therefore, call on the Premier and members of the Western Australian state parliament, to repeal the changes that inflicted the "DEBS" Energy Buyback Scam in Western Australia, and, to reinstate, with backdating to the date of effect of the imposition of the "DEBS" scam, the REBS Energy Buyback Scheme, with the rate of the REBS credit to householders' electricity bills, to thenceforth, be no less than 40% of the rate that householders are charged for electricity consumption.

We also note and assert that the Western Australian state parliament is the only Australian state parliament that does not, at the time of initiating this petition, provide financial assistance to encourage householders in the state, to install domestic rooftop photovoltaic systems with battery storage systems, and that the Western Australian state parliament should be genuinely encouraging householders to install domestic rooftop photovoltaic systems with battery storage systems, through offering no-deposit, no fees (including no fees to the suppliers/installers of the systems), interest free loans, for up to five years for a system without battery storage, and, up to ten years for a system with battery storage, as this would help protect the SWIS electricity grid, encourage the use of clean energy, help transform the SWIS electricity grid into a more stable and more clean energy grid, and, would increase employment in Western Australia and help stimulate the Western Australian state economy, and would provide for and help protect future generations of Western Australians.
