THE PEOPLE'S NATIONAL PETITION TO END FLOCK SAFETY SURVEILLANCE

 

A NATIONAL DEMAND — OCTOBER 31, 2026 DEADLINE

 

To every city council, county commission, sheriff's office, police department, state agency, and other government entity operating, funding, leasing, or authorizing Flock Safety surveillance cameras:

 

We, the undersigned people of the United States, are demanding an end to government-operated Flock Safety automated license plate reader surveillance.

 

OUR DEADLINE: OCTOBER 31, 2026

 

The people are calling for October 31, 2026, to be the deadline for government-owned, government-funded, or government-operated Flock Safety cameras to be removed from service and for government agencies to terminate their use of the Flock surveillance network, subject to applicable contracts and law.

 

Flock's network has grown to more than 120,000 cameras across the United States, according to recent reporting, while communities across the country are increasingly questioning the privacy, transparency, oversight, and potential misuse of this technology.

 

We believe Americans should not have their movements routinely recorded and made searchable simply because they are driving down a public road.

 

We believe public safety and individual privacy should not be treated as mutually exclusive.

 

We believe surveillance technology affecting millions of Americans should require meaningful public debate, transparency, accountability, and democratic consent.

 

WE DEMAND:

 

1. END GOVERNMENT USE OF FLOCK SAFETY CAMERAS.

 

All government agencies currently using Flock Safety cameras should begin the process of ending those programs and removing the cameras.

 

2. NO NEW GOVERNMENT FLOCK CAMERAS.

 

Government agencies should immediately stop approving, purchasing, leasing, funding, or installing additional Flock Safety cameras.

 

3. PUBLIC TRANSPARENCY.

 

Every government agency using or previously using Flock should publicly disclose its contracts, number of cameras, camera locations, data-retention policies, sharing agreements, and policies governing searches of collected information.

 

4. PROTECT AMERICANS FROM UNAUTHORIZED SURVEILLANCE.

 

Government agencies should establish clear restrictions preventing surveillance databases from being used to improperly monitor people who are not suspected of criminal activity.

 

5. ACCOUNTABILITY FOR MISUSE.

 

Any unauthorized or abusive use of surveillance data should be investigated, publicly documented when legally permissible, and subject to meaningful consequences.

 

6. RESPECT LOCAL DEMOCRACY.

 

Residents should have a meaningful opportunity to participate in decisions involving widespread surveillance technology in their communities.

 

THIS IS A NATIONAL MOVEMENT.

 

This petition is not about political party.

 

It is not about left versus right.

 

It is about the basic principle that Americans should have a voice in how extensively their movements are monitored and recorded.

 

Communities across the country are already demonstrating that citizens can influence these decisions. Cities and agencies have canceled Flock contracts, paused deployments, or removed cameras following public opposition and privacy concerns.

 

Now we are asking communities in all 50 states to stand together.

 

OCTOBER 31, 2026.

 

That is the deadline the people are demanding.

 

We call upon every government agency operating Flock Safety surveillance cameras to listen to the people they serve, begin the process of ending these programs, and remove the cameras by October 31, 2026, where legally and contractually possible.
