Subject: Urgent Request for Expulsion of the State of Israel from the United Nations Under Article 6 of the UN Charter

Your Excellency,

For 22 consecutive months, the people of Gaza have endured sustained bombardment, siege, and forced displacement in circumstances that the International Court of Justice (ICJ) has found to present a plausible risk of genocide. United Nations agencies, human rights organizations, and investigative bodies have documented mass civilian deaths, destruction of homes, hospitals, and schools, deliberate starvation policies, and systematic targeting of vital infrastructure.

The International Criminal Court (ICC) Prosecutor has applied for arrest warrants against senior Israeli officials for alleged war crimes and crimes against humanity—including wilful killing, starvation of civilians as a method of warfare, and intentional attacks against civilian objects—as defined under the Rome Statute. These charges are supported by extensive evidence from on-the-ground investigations, satellite imagery, and survivor testimonies.

I. Genocide in Gaza – ICJ Provisional Measures (South Africa v. Israel, 26 January 2024)

In January 2024, the ICJ ruled that Palestinians in Gaza face a plausible risk of genocide and ordered Israel to take all measures within its power to prevent and punish acts prohibited under the Genocide Convention, to facilitate humanitarian assistance, and to report on compliance. Israel has failed to comply with these binding orders, and the humanitarian catastrophe has deepened.

II. Illegal Occupation – ICJ Advisory Opinion (19 July 2024)

The ICJ declared Israel’s prolonged occupation of Palestinian territory—including the West Bank, East Jerusalem, and Gaza—illegal under international law. The Court ordered Israel to end settlement activity, withdraw settlers, pay reparations, and cease policies amounting to annexation and systemic discrimination. It further emphasized that all UN member states must neither recognize nor assist the occupation.

III. Expansion of killing and destruction –Iran,  Syria and Lebanon

Beyond Palestine, Israel has carried out repeated strikes in Iran, Lebanon and Syria, killing civilians, destroying civilian infrastructure, and escalating regional instability. Independent monitors and the ICJ have condemned these operations as disproportionate, indiscriminate, and in violation of international humanitarian law.

IV. Targeting of Civilians and Journalists

Under the Fourth Geneva Convention and customary international humanitarian law, journalists engaged in their professional duties are civilians. They are protected from attack at all times, even in armed conflict, unless they are directly participating in hostilities at the time of the attack—a standard requiring immediate and verifiable evidence, not retroactive or unsubstantiated claims.

On 10 August 2025, an Israeli airstrike targeted a clearly marked journalists’ tent near Al-Shifa Hospital in Gaza City, killing:

The Israel Defense Forces admitted responsibility for the strike and alleged that al-Sharif was affiliated with Hamas. Even if such an affiliation were assumed arguendo, membership in a political or armed group does not, under international law, strip a journalist of civilian protection unless they are actively and directly engaged in combat operations at the moment of targeting.

In the absence of immediate participation in hostilities, such killings constitute unlawful targeted attacks on civilians—amounting to war crimes under the Rome Statute of the International Criminal Court and grave breaches of the Geneva Conventions.

V. Persistent Violations of the UN Charter

The actions documented above amount to persistent violations of:

Article 1 – Maintenance of international peace and security;
Article 2(4) – Prohibition on the threat or use of force;
The purposes and principles underlying the Genocide Convention and the Fourth Geneva Convention.

Under Article 6 of the UN Charter:

“A Member of the United Nations which has persistently violated the Principles contained in the present Charter may be expelled from the Organization by the General Assembly upon the recommendation of the Security Council.”

The Israeli government has repeatedly blocked humanitarian aid, denying civilians access to food, medicine, fuel, and shelter, in blatant violation of international law. UN agencies—including UNRWA, UNICEF, and the World Food Programme—have faced obstruction, attacks, and the destruction of their facilities. UNRWA schools and shelters in Gaza have been struck, leaving thousands of civilians, including children, without protection. Israel has also imposed restrictions preventing aid convoys from entering Gaza, and continues to harass humanitarian staff, showing no respect for the UN and its mandates.

By defying UN resolutions, targeting civilian infrastructure, and obstructing humanitarian operations, Israel is disempowering international law, undermining UN principles, and threatening the credibility of global human rights protections. These actions endanger not only Palestinians but the integrity of the entire international system designed to safeguard peace, security, and human dignity.

VI. Request

In light of the overwhelming evidence, we respectfully demand that you:

Place this matter before the Security Council under Articles 5 and 6 of the UN Charter for urgent consideration.
Recommend to the General Assembly the expulsion of the State of Israel from the United Nations for persistent violations of the Charter and binding ICJ orders.
Mandate a UN investigative mechanism with full access to Gaza, the West Bank, Lebanon, and Syria to document ongoing violations and report to both the Security Council and General Assembly.

VII. Collective Declaration of the People of the World

We, the people of the world, speak with one voice. The systematic targeting of civilians, the documented genocide in Gaza, the killing of journalists, and the repeated violations of international law are not merely Palestinian tragedies—they are a warning to humanity as a whole.

Impunity for these crimes endangers every society. If such acts are allowed to go unpunished, any government, anywhere, could invoke the same brutal logic to suppress, terrorize, or eliminate its own people. We are profoundly frightened for the future: for our children, for journalists, for communities under occupation, and for the fragile structures of global law and order.

We stand at a juncture in human history where evil is being protected rather than condemned, where the rules designed to safeguard humanity are rendered meaningless if they are not enforced. This is a moment when inaction risks normalizing mass murder, targeting of journalists, and impunity for occupation.

The United Nations, its Secretary-General, Security Council, and all Member States must act decisively. The world is watching, and history will judge those who fail to uphold the principles of justice, humanity, and peace.
