Teenagers have the hardest time finding a forever home while in foster care. Most of the time teens aren’t even given a chance before they have judgments made against them. Often times when foster youth cannot find a foster home or group home to be placed in they are placed in a juvenile hall or a mental hospital until a placement is available for them to go to. This information then transfers onto the youths placement history which is available for all potential foster parents to look at before accepting the youth. When juvenile hall or a mental hospital is on the youth placement record it does not explain that it was an “emergency placement” it only states that they were placed in those locations. So the first thing that would run through a foster parents mind is that they had broke the law or that they need some type of mental help that the foster parent would not be able to provide. First of all foster youth should NEVER be placed in those locations to begin with! They should always have a hotel voucher ready for them! A lot of really great Foster teens are left without any homes available to them, which can result in homeless teens and young adults all because their placement records are available for foster parents to see.
