Change the governments' structure to a Cellular Democracy.
The Issue
Cellular Democracy is a concept coined by Fred E. Foldvary. It’s a simple concept. Basically you divide the entire country into small groups, anywhere between 150 people to 1000 people. Lets just say 300 people for the sake of the example. Then you group 300 groups of 300 people into a higher level group. Then you group those higher level groups into an even higher level group. So basically 300 voters of a Community Zone elect a representative which is in the next level group with 299 other representatives. Then those representatives elect a Mayor, the Mayors elect a Governor, the Governors elect a President and so on. This could be done for Congress as well.
There are three major advantages to this structure. First, it removes money from politics because it is easy for a candidate to reach out to 300 voters, no matter what level they are running for. Second, the constituency is better informed as you go up the representative hierarchy, for example, Mayors know what it takes to be a good Governor more so than the average citizen. Thirdly, it creates a cheap way to poll the public and to inform the public, since it is easy for a representative to talk to 300 constituents and those 300 constituents to talk to their 300 constituents and so on.
